Objectives of ESF Learning Networks • improving the quality and efficiency of Structural Funds programmes and their impact on employment, social inclusion and training across the EU • contributing to policy development at EU level through: • exploiting opportunities for learning for programme managers, strategic stakeholders, governmental departments in charge of policies supported under the ESF • capitalising on good practice under the ESF OPs 2007-2013 (in particular from innovative action and transnational cooperation)

  3. Identification & development of synergies • with other activities in the framework of the transnationality dimension of the ESF at EU, national and regional level • with other relevant networks • other EU learning networks • networks funded under other EU programmes & initiatives (PROGRESS networks; RfEC; etc.) • non-EU funded networks • at national / regional level • with relevant institutions / bodies / stakeholders at international, EU and national level

Areas of possible synergies/exchange • Methods of developing and consolidating (role definition and differentiation; different levels of participation; critical mss of members; etc) • How to motivate ESF managers, relevant stakeholders and practitioners to join • Network management arrangements (i.e. internal decision-making; composition of steering group; financial management; etc) • Methodologies and tools for identifying / validating good practice (i.e. benchmarking; peer reviews; etc. ) • Thematic interchange • Dissemination of experience / practice to other MSs and regions • other?

  5. Commission’s contribution • providing information on related activities in the context of the transnational cooperation/innovation dimension of the ESF • making available the results from other EU programmes and initiatives i.e. PROGRESS, RfEC networks • internal Commission coordination • network coordination meetings • transnational contact points meetings • ad-hoc Group on Innovation and Transnational Cooperation • possible involvement in “common” initiatives (“common framework”; …)

  6. Networks’ contribution • discussing / identifying means of inter-network communication / exchange: • email • networks’ websites • invitation of other network coordinators to network meetings • transnationality website • use meetings of Contact Points as an occasion for informal meetings/contacts with other networks • making available / disseminating network results / outcomes • other?

Next steps … AEIDL experts work on a « Package » of issues: • Quality of networking and learning • Consolidation of LNs • Measuring impact and effectiveness • Better quality of evidence • Communication • Peer Reviews • Mainstreaming results into ESF Ops • Identifying / developing synergies with appropriate national networking activities and EU programmes, actions and stakeholders  Seminar with LNs: preliminary findings on “common methodologies”
