  2. 1. Three Levels of Challenges 1. Challenges in building firm capabilities have to be addressed at 3 levels: • Enterprise development challenges • National level competitiveness challenges • Firm competitiveness challenges

  3. 2.1 Addressing the Challenges • Need forregularization of landed property and access to premises • Support and incentivise informal sector operators to formalize (taxes & regulatory compliances costs) • Better access to finance • Address high cost and low reliability of utilities: power and water • Improving technical and managerial skills (trainings, business school programmes, use of ICT etc, exposure to best practices )

  4. 2.1 Addressing the Challenges CONT’D • Need to identify and roll out measures for building excellence in competitiveness in selected products or subsectors • Most SSA countries need to build a national competitiveness platform on which to stage measures for enterprise development and ultimately the competitiveness of the individual firm. • Foster concerted joint Public and Private Sector action implemented in a holistic approach
