Needs Assessment • What is the learning problem or opportunity? • Baderman Island staff members working in marina operations (boating) are not trained in risk management/mitigation for this activity • 2. What is currently available? • No current marina/boating training available in the Boardman Corporate University. Staff members are trained only in retail and rental activities • What should be available? • A comprehensive marina/boating training program that offers required boating safety certification (state certified) and operational knowledge how to inspect and ensure equipment rented to resort guests are operationally safe Instructional Plan Template | Slide 4

  3. Needs Assessment (Continued) • 4. Explain the gap analysis between what is available and what should be available. • Analysis yielded two gaps in current staff training with knowledge and performance • opportunities in two areas: • - Staff members have insufficient knowledge as to minimum state safety requirements for boating activities. • - Maintenance and invoice records identify a significant training deficiency in maintaining and conducting a physical inspection of rental equipment. Many of the staff are simply not trained in equipment inspection and did not adequately track records for equipment maintenance and replacement. • What is your recommended solution for filling the gap? • Provide comprehensive staff training that includes minimum state certification (e.g. Texas Boating Safety Education Course). Additionally, performance training in equipment requirements for launch and physical inspection of rental equipment (boats, skis, tow lines, life vests, etc) Instructional Plan Template | Slide 4a

Performance-Based Objectives • Obj 1 - Marina staff members must successfully complete an • on-line state approved basic boating safety course to receive • certification certificate (Boat-ed, 2012) • Obj 2 - Using a prescribed marina checklist, staff members must • perform a visual boat inspection a boat to ensure 100% of required • boating equipment is available prior to launch • Obj 3 - Using a prescribed marina checklist, staff members • perform a physical inspection of life vests, tow lines, and skis to • determine serviceability with no more than 2 checklist errors Instructional Plan Template | Slide 6

Summative Assessment and Learning Outcomes • Obj 1: Measurement - Pass an on-line state approved boating certification (basic knowledge objective complete) • Obj 2: Measurement - Detailed Baderman resort boating checklist. Learner Characteristics (After reading the information below, delete and insert your information.) • The learner characteristics: • The majority of marina employees are college students (23 of 27 staff members) • and range in age from 18-26. All staff members are part-time employees and 22 • of the 27 have limited employment and boating experience. The majority of the • college students are adapt to taking on-line course work and processing learning • objectives. The target audience are primarily local area residents and are familiar • with outdoor lifestyle in Kelsey and Baderman Island Resort. • What are the implications to your instructional plan based on these • characteristics? • No significant challenges are anticipated, however a generational distinction would • dictate that knowledge and application lessons focus on the “why.” Most Gen X • and Millennial’s are more receptive when the “why” or cause and effect is explained.   8. Learning Context • Instructional Setting • HR Training classroom with 14 computer terminals/stations with internet access. On-line • connectivity capability to conduct certification with an approved USGS boating safety course. • Instructor computer and imaging display for presenting knowledge lessons in preparation for • equipment identification and serviceability application/performance objectives. No known • constraints. • Application Setting • Conducted in the actual resort marina with one boat and all associated application • equipment/checklist items. This provides the most realistic setting for learning. A noted • constraint is the availability of boats and rental equipment. This requires prior coordination • with guest services and marina scheduling. • How the information about the learning context will be used in developing the • instructional plan. • The learning context centers on the resorts characteristics and main amenities a beautiful • resort setting with abundant outdoor activities for its guests. Delivery Modality • The learning context and instructional planning/development follows the Boardman • Corporate University Course model to support company goals and employee professional Development (UOP/VO) • Session I: The on-line Texas boater safety course is web-based instruction and includes audio, video, animations, and formative evaluations at the conclusion of each unit of instruction. • Session II: Instructor led classroom presentation to provide students basic knowledge of boating equipment required for launch and the serviceability of boating equipment. • Session III: Encapsulates kinesthetic learning. Instructor led demonstration/performance and student application to identify serviceability of boating equipment. • Session IV: Summative Performance Evaluation Instructional Plan Template | Slide 11

  10. Instructional Strategies • Main concepts staff members are required to understand and master • Session I (2 hours) • On-line web-based training course at Boat-ed-Texas. A two hour on-line course addresses the • following basic boating safety units of instruction (Boat-ed-Texas): • Unit 1: Before Getting Underway • Topic 1: The Many Parts of a Boat • Topic 2: Personal Watercraft • Topic 3: Casting Off/Docking • Topic 4: Navigation. • Unit 2: Safe Operations • Topic 1: Personal Flotation Devices (Life Jackets) • Topic 2: Fire Extinguishers • Topic 3: Signaling and Sound Devices • Topic 4: Skiing and Tubing • Final On-Line Exam (80% required for Texas Boater Safety Certificate) Instructional Plan Template | Slide 12a

Instructional Strategies • Session II (1.5 hours) • Direct instruction, in class instructor led presentations to support objectives 2 and 3. • Students are instructed on all required boating equipment prior to guest rental and • launch  • Instructor led presentation identifying flaws/serviceability of boating equipment • Presentation coupled with in-class activities: Presentation depicts boating equipment • in varying stages of condition and serviceability.   12. Instructional Strategies • Session III (1 hour) Application/Performance. • Setting: Students perform hands on inspection in the marina. Evaluation Strategies • Strategies for Evaluating Instructional Plan • Integrate “marina staff knowledge” into the current on-line Baderman Resort Customer Feedback, e.g. was the Baderman Resort marina staff knowledgeable? • Random Marina Equipment Safety Checks conducted by HR/Risk Management • -Utilize current checklist assessment tool (seek HR feedback as to tools effectiveness) • 3. Quarterly review of marina equipment invoices • -Determine increase/decrease in new equipment requisitions • -Determine level of equipment inspection criticality (over or under critical) • 4. Recommendations • Post survey results indicate favorable evaluation data and analysis with increased efficiency and effectiveness of marina staff job performance • Customer comments are positive in relation to staff boating knowledge and guest assistance • A nominal increase in new equipment requisitions; anticipated due to level of training and equipment scrutiny, moderate marina budget increase required • Recommendations: • Continue to monitor training program effectiveness and targeted efficiencies • Future possibility; needs assessment, identify problems/gaps in resort services for rock climbing and scuba.
