Purpose • To ensure a common understanding of the U.S. Government’s requirements • Federal Acquisition Regulation (FAR) 15.201 • “Exchanges of information among all interested parties, from the earliest identification of a requirement through receipt of proposals, are encouraged…” • “The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities…and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award…” 3

Questions and Answers • Questions are encouraged: • Please write down your questions and provide them during the break. • Each question will be reviewed and answered to the greatest extent possible and provided with the solicitation when posted to NECO and Fedbizopps. • The Navy may be prohibited from answering some questions/sharing some information due to procurement laws and regulations. • Information shared today is being provided for informational purposes only and shall not be considered as the Navy’s final position. • Only the official Request for Proposal (RFP) and the information contained therein should be used for proposal preparation. 4
