  2. Situation • At this moment no wind farms on Dutch Continental Shelf • Q7-WP (120 MW): • permit issued in 2002 (realization 2004/2005) 23 km offshore • (NSW demonstration project, 100 MW): • application in process (permit early 2004, realization 2005) – 8 km offshore

  4. Location Q7-WP and NSW NSW Q7-WP 12 mile IJmuiden EEZ Territorial sea Amsterdam

  5. Policy • Wind farms only outside 12 mile zone • 6000 MW offshore in 2020 • Offshore wind location policy in development • Until new legislation no applications accepted

  6. Permit procedure • Environmental Impact Assessment (EIA) • Application for permit • 4 official consultation rounds for public • Permit issued by ministry of Water Management, other ministries involved

  7. Consultation nr. 1: Starting note EIA • Informal meeting applicant and competent authority • Starting note EIA published • Consultation for 4 weeks: views • In some cases: informative meeting • Legal advice of other authorities • Advice on Guidelines from Commission for EIA • Start of processing EIA

  8. Consultation nr. 2: EIA/Application • Publication of EIA (and permit application) • Consultation for 4 weeks: views • Hearing • Advice on EIA from Commission for EIA • Legal advice of other authorities • Start of processing draft permit

  9. Consultation nr. 3: draft permit • Draft permit discussed with applicant • Publication of draft permit • Consultation for 4 weeks: objections • Start of processing final permit

  10. Consultation nr. 4: final permit • Objections are handled in final permit • Final permit issued and published • Appeal possible for 6 weeks

  11. Permit regulates a.o. : • Safety for nature/environment • Safety for ships • Safety for other uses (oil and gas, sand and gravel extraction etc.) • Safety for archeology • Monitoring and Evaluation Programme (MEP)

  12. Conclusion / Discussion issues • Public consultation results in a better permit • Public consultation may lead to • increase of social acceptance • increase of social resistance • Process of decision making takes years; during process change of situation, change of techniques, change of policy/plans
