  24. Issues: From appraisal • Delay of two to three months in releasing of funds from the State finance department. • Slow pace of construction of Kitchen-cum-stores. • Food grains utilization is poor in Jajjar 32%, Kaithal 44% & Gurgaon 47% • Low MME utilization and less number of inspections of institutions. • Annual data entry of BhattaPathashala and NCLP are still pending at master data. • Less distribution of IFA

KURUKSHETRA UNIVERSITY, KURUKSHETRA Ambala, Jind, Rewari, Rohtak, Yamunagar • Non serving of MDM due to non availability of food grains in 5 schools. • Delay in receiving of cooking cost at school level. • Kitchen-cum-stores are constructed but not in use in about 10% of the visited schools. • Participation of community and parents requires strengthening

Observations of Review Mission : Haryana District : Kaithal & Kurukshetra • Delay in release of funds by State Finance Department. • Irregularity in supply of food grains. • No mechanism for getting information on utilization of funds and food grains from schools. • Menu is not as per the nutritional norms of MDMS. • Less quantity of meal provided by ISKCON. • Convergence with Health Department needs to be further strengthened. • Children of NCLP schools are provided MDM only on the working days when elementary schools are covered.

  27. New Initiatives • Chefs of Oberoi Group of Hotel trained 100 CCH of Haryana under their CSR. • Solar Cooker for Cooking MDM started in some of the schools in Haryana on a pilot basis

  33. Proposal for Cook-cum-helper engaged in MDM Scheme • 37708 cook cum helpers were approved by MDM PAB and the state has engaged only 30366 CCH during 2012-13. • For the FY 2013-14 the State proposes to engage more 4879 CCH which is under the cap of PAB approval only.

Proposal for Construction of Kitchen-cum-Store • In PAB 2012-13 approved 3822 Units of fresh Kitchen Cum store, IFD did not release the amount 5532.35 lakhs and advised to complete the earlier sanctioned units (4687) • 2. In 2012-13 FY 104 primary schools were merged in existing Primary • schools due to low enrollment. Therefore the number of institutions eligible for • Kitchen shed is also reduced. • 3. Therefore the approval of 3822 of 2012-13 may be reduced to 3729 by deducting • 93 units. Ministry of HRD, Govt. of India
