  12. Capacity building MARKET • Low/realistic tenders selection criteria • Involve people from universities (as consultants or evaluators) • Clear massage: what you expect from the evaluation (assessment greed)

  13. Lessons learned INSTITUTIONAL SYSTEM Decentralization allows evaluation to be closer to the real problems and answer more relevant and precise evaluation questions. Partnership is needed – the most relevant evaluation questions are not usually asked by people from evaluation units! There is no universal patent for evaluation system!

  14. Lessons learned COORDINATION Coordination is essential: plan, gather and explore information from the whole evaluation process. Treat evaluation as a part of knowledge management system. Without good monitoring evaluation gives weak evidence. Evaluation is to deliver essential information to the proper person in the right moment!

  15. Institutional system in Poland CAPACITY BUILDING Without capacity in administration there is no good quality evaluation findings. You need to develop the capacity not only for evaluation but also for managing the development policy. In evaluation “learning by doing” strategy works! Build your own evaluation market. It is cheaper and in longer perspective you develop your own national capacity for policy making!

Challanges for evaluation • Crucial role in delivering the evidence on the efficiency and effectiveness of cohesion policy (2013+ debate) • Better use of evaluation results in programme management • Improvement of methodology (impact evaluation/ theoretical base) • Improvement of the monitoring system • Building the capacity for evaluation in national policies Evaluation is not the end in itself.Evaluation must foster the implementation of the strategy!
