  1. Smart Meter TexasWhy De-provision a Home Area Network (HAN) Device on a Move Out Create Date October 8, 2012

  2. Background & Contributing Factors Background With the implementation of 3rd Party functionality and HAN agreements, a level of complexity is being added to the HAN/Meter relationship A request was made at the AMIT Steering Committee meeting on 10/4/2012 for the TDSP group to prepare a presentation on the negative impact of not de-provisioning a HAN device when a customer moves out. Contributing Factors Customer is the driver of all HAN devices and 3rd Party agreements When a MVO is processed by SMT, it severs the customer’s, the ROR’s and, with the implementation of 3rd Party functionality, the 3rd Party’s access to all data and functionality associated to the ESIID

  3. Consequences of Leaving Stranded Devices • HAN device stays connected to the meter with no 3rd party, ROR or customer association • SMT has no way to validate whether or not the device still exists in the home • If the customer takes the device with them, this would cause an out of sync condition between the field and SMT • The customer would be unable to provision the device at the new location and would not have access to the old ESIID in SMT to de-provision it • The meter only has 5 HAN device slots and leaving a stranded device blocks the use of one of the slots • Because the HAN agreement process is tied to the provisioning process, the new customer will not be able to enter into a HAN agreement because the HAN agreement process requires the ability to provision a device and a device can not be provisioned to a meter in SMT if it is already provisioned • In a group messaging situation, a message could be passed to a customer that does not have an agreement with the 3rd party because a de-provisioning request was not sent to the TDSP to disassociate the device to the previous 3rd party group

  4. Dependencies A decision on DD-015B (Determine if the MAC Address and Install Code will be displayed on SMT for consumer) is on Hold pending a decision on the MVO functionality.
