WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.32013 Emergency Regulations, Outdoor Background • Mandatory Provisions added to 2013 CALGreen for Outdoor Potable Water Use in Landscaped Areas • Governor Brown’s Executive Order B-29-15 (4/1/15) • Declaration of State of Emergency (1/17/14) • Continued State of Emergency (4/25/14) • Low snowpack, decreased water levels in reservoirs, reduced river flows and underground water

WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.3 Background cont. • Outdoor water use - 34% of total urban use. • Landscape irrigation & swimming pools drive the peak system capacity requirements. • Model Water Efficient Landscaping Ordinance (MWELO) and difficulties with enforcement • Inclusion of MWELO as a “building standard” - more enforceable method for water reduction.

WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3 Background cont. • 2016 CALGreen schedule would result in regulations effective on January 1, 2017. • Emergency regulations required water budgets in compliance with MWELO (9/10/09). • Emergency regulations approved by the BSC on May 29, 2015; readopted on October 21, 2015. • Regulations in 2016 CALGreen based on revised MWELO (9/15/15); adopted on January 20, 2016.

WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3, Indoor Water Use 2013 CALGreen • Showerheads: • ≤ 2.0 gpm @ 80 psi • Multiple Showerheads: Combined flow rate of all showerheads and/or other shower outlets controlled by a single valve shall not exceed 2.0 gpm @ 80 psi • Residential Lavatory Faucets: • ≤ 1.5 gpm @ 60 psi • > 0.8 gpm @ 20 psi • Effective July 1, 2016: • ≤ 1.2 gpm @ 60 psi • >0.8 gpm @ 20 psi • Lavatory Faucets in Common and Public Use Areas: • ≤ 0.5 gpm @ 60 psi

No changes for the 2016 CALGreen. • Alternate water sources (A4.303.2, elective): Allows alternate water sources. No changes for 2016 CALGreen. • Appliances (A4.303.3, elective) revised; modification requires one ENERGY STAR dishwasher/clothes washer. • Section A4.303.4 (elective) allows waterless urinals and toilets; revised to recognize hybrid urinals. • New elective provisions for hot water recirculation systems.

No changes for the 2016 CALGreen. • A4.304.2 (elective) allows irrigation design that eliminates use of potable water. No changes for the 2016 CALGreen. • A4.304.3 (elective) requires landscape water meters for irrigated areas less than 5000 sf. • A4.305.1 (elective) allows installation of alternative plumbing piping for use of graywater. • A4.305.2 (elective) allows installation of dual water piping for use of recycled water, if available (elective).

CPC and CALGreen2016 Intervening Code Adoption Cycle • Implementation of new legislative mandates. • AB 2282 (Gatto) - recycled water systems. • HCD and BSC to research & propose mandatory standards for recycled water systems (infrastructure) where municipal recycled water is available. • Indoor and Outdoor uses (toilets/landscape irrigation) • UPC Chapter 15 requirements for recycled water • Showerheads: Flow rate decreases to 1.8 gpm; necessary for consistency with the Appliance Efficiency Regulations. • Review and evaluation of issues identified by stakeholders. • Maintain consistency between codes.
