ESF 2 – Communications • Current Operations – • Coordinating cellphone, wireless aircards, etc delivery, phone line installations, analog phone and radio deliveries, etc • Prioritizing and escalating of communications restorations with carriers in impacted counties • 800 MHz State Law Enforcement Radio System SLERS is 98% operational w/ wide area connectivity. 2%-reduced coverage • Hurricane Frances • 38,958 customer wireline outages reported in Hurricane Frances impacted areas • 15,844 customer wireline repaired since yesterday 9/23/04 (Frances) • approx. 1,028,781 services restored since Hurricane Frances (voice and data lines) • 99.22% average of wireless coverage reported- Hurricane Frances • Hurricane Ivan • 24,648 customer wireline outages reported in Hurricane Ivan impacted areas • 1,534 customer wireline repaired since yesterday 9/23/04 (Ivan) • 84.67% average of wireless coverage CAPACITY AVAILABLE in the areas impacted by Hurricane Ivan

Walton Beach – 1 SAT COLT (expected to be disabled as cell site is coming back on air) • LSA#5 Duke Field - 2 COWs2- T1's installed, 49 lines installed 60 ready-link wireless sets delivered and operational • Santa Rosa Co – 1 SAT COLT- 1 COW • 1 Phone bank operational @ Milton High School is operational (cafeteria) • 1 Phone bank operational at Gulf Breeze Middle school- • 1 Phone bank operational @ Jay Community Center, Jay, Florida • 1 Phone bank operational @ toTiger Point LaneNavarre

ESF 6 – Mass Care • Current Operations – • ARC • 180 ERVs and 10 Kitchens have been deployed tomorrow in response to Ivan. • 4 distribution sites in Escambia County are closing today. • 14 ERVS with sufficient MREs are staged for Jeanne • TSA • 32 Canteens and 7 Comfort Stations are operational for Ivan • Plans are being made for post-Jeanne response Canteens are already staged • Shelters as of 1600 09/24/04 • 5 Open with 389 shelterees • Unmet Needs – None at this time • Future Operations – • Continue to support the ARC and TSA with their ongoing Ivan and Jeanne operations • Maintain the Shelter Database for Ivan operations and Jeanne evacuations • To become as prepared as possible for rapid redeployment after Jeanne passes Up Next – ESF 8

ESF 8 – Health & Medical • Current Operations – • Current DMAT Missions (Ivan) as of 9/24/2004 3:00 pm. • Activated: • MA-2 at Baptist Hospital, Escambia; total pts seen to date 601 • OR-2 at West Florida Hospital, Escambia; total pts seen to date 681 • OK-1 at Sacred Heart Hospital, Escambia; total pts seen to date 586 • CA-9 at Navarre Beach, Santa Rosa, total pts seen to date 0 • TOTAL PATIENTS SEEN BY DMATS TO DATE: 1,868 • 1 team staged and 11 teams on alert for multi-state response • 1 NDMS Specialty Team and 56 NDMS/HHS staff augmentees deployed to Sacred Heart Hospital, Escambia • 16 nurses from Iowa deployed to Escambia; additional 16 on hold pending need from Hurricane Jeanne • 32 nurses and staff from Oklahoma deployed to Santa Rosa CHD • 2 critical incident stress debriefing (CISD) teams deployed to Blountstown, Calhoun Co. (providing support to the EOC, the Corrections Department and EMS personnel) and to Santa Rosa County • 223 additional professional staff deployed to affected areas

ESF 10 – Hazardous Materials • Current Operations – • Continue hazardous materials response actions in Gulf Breeze area. • Hurricane debris staging (solid waste) areas identified in Tracker 3752. • Assessing beach erosion damage. • Compiling damage information from various sources related to potential hazardous materials incidents. • 8 Federal and 3 State response personnel deployed to Western Panhandle area for response & assessments. • Continuing to assess the conditions of solid waste facilities. • DEP personnel staffing ESF10 desks at Escambia and Santa Rosa Counties. • DEP Northwest District has opened a Citizen's Information Hotline ((850)595-4572 or (850)595-3483. The information hotline can provide assistance in: • - Debris Removal • - Open Burning • - Petroleum Storage Tank Systems • - Drinking Water and Wastewater Facilities • - Beach Restoration • - Coastal Construction • - Asbestos Cleanup • - Wetlands Issues
