Overview • Clean Air Act - Sections 108 and 109 • Govern the establishment and revision of the National Ambient Air Quality Standards (NAAQS) • CAA requires periodic review of the science upon which the standards are based and the standards themselves • NAAQS Review Process • Status of NAAQS with pollutant trends

  3. Ozone NAAQS Update • On March 12, 2008, EPA established new primary and secondary NAAQS for ground level ozone at 0.075 ppm. • The process of designating areas at attainment or nonattainment was on schedule to be completed by March 12, 2010. • Several environmental organizations and industry groups petitioned the DC Court of appeals to review the 2008 NAAQS.

Ozone NAAQS Update • On Sept 15th, EPA announced that we will reconsider the 2008 standards for ground-level ozone to ensure the standards are clearly grounded in science and protect public health and welfare with an adequate margin of safety • The ozone standards set in 2008 were not as protective as recommended by EPA’s panel of science advisors • Recommended 0.060-0.070 ppm for primary standards • Recommended the W126 index for secondary standards • The Agency will propose any needed revisions to the ozone standards by December 2009 and issue a final decision by August 2010. We will work with our states to accelerate the implementation of any new standards.

PM2.5 NAAQS Update • PM2.5 Final Designations for 2006 24 hour NAAQS ongoing • Originally had 7 areas; now will have 5 areas • One site in WA in Pierce County based on L Street monitor in Tacoma • SIP’s will be due 3 years from now and attainment of standards in less than 5 years • Next NAAQS for PM2.5 review due out in early 2011

  12. WA PM2.5 Summary • Washington sites are fairly flat, though.. • Tacoma trending up • Marysville is trending down • Most areas show high reads due to wood combustion during winter coupled with stagnation conditions • SIP is due for the WA State NAA in Pierce County 3 years from effective date

NO2 NAAQS • On June 26, 2009 EPA proposed to strengthen the primary NAAQS for nitrogen dioxide (NO2) from the existing NO2 standard of an annual average of 53 parts per billion (ppb). • EPA is proposing to: • add a 1-hour NO2 standard at a level between 80-100 ppb; and • retain an annual average NO2 standard at a level of 53 ppb • Under a separate review, EPA is considering the need for changes to the secondary NO2 standard • EPA is also proposing changes to the NO2 air quality monitoring network including monitors to measure: • Peak, short-term concentrations to support the proposed 1-hour standard – typically near major roads in urban areas, and • highest concentrations of NO2 that occur over wider areas • The public comment period ended this month and final rule will be out Jan 2010.

Lead Pb NAAQS • New standard finalized in FR on 11/12/08 • 0.15 µg/m3 or less meets standard • Mean value averaged over 3 months • Look at 3 years of data to determine compliance • Pb monitoring in R10 stopped as of 2003. • Last exceedance was 2nd quarter 1998 • Harbor Island, Seattle - 2.03 µg/m3 • Source has since shut down operations • Therefore unclear how R10 will be effected

CO NAAQS • Standard review ongoing under the following schedule: • Final Integrated Review Plan - August 2008 • Scope and Methods for Risk/Exposure Assessment - April 2009 • Final Integrated Science Assessment - January 2010 • Final Risk and Exposure Assessment – May 2010 • Proposed/Final rulemaking – October 2010/ May 2011

  19. Carbon Monoxide Trends • 8 hour standard is 9 ppm – not to be exceeded more than 1x/year • 1 hour standard is 35 ppm - not to be exceeded more than 1x/year • Network has been drastically reduced • No violation of either standard in R10 in the 21 century through CY 2008.
