AG (A&E), Andhra Pradesh • Complete shifting to Vijayawada – December, 2019? • Proposed for hiring 67,000 sq. ft premises in Four floors • Approval of Headquarters for hiring is awaited • In January 2018, GA wing agreed for creation of 5 AO and 7 AAO posts. Approval awaited from Staff wing • In February 2019, we requested HQs for 100 Desktops ( Replacement of old N-Computing devices). We have been regularly pursuing, but have not got them O/o Accountant General (A&E), AP

Accounts Group • Performs following activities • Compiles Monthly Civil Accounts (MCA) after receiving compiled data from various Account Rendering Units • Preparation of Annual Accounts ( Appropriation and Finance Accounts) • Cash Settlement of Inter Government Transactions • Maintenance of Loan accounts of State Government employees • Inspection of Treasuries • Preparation of Statements • Revenue and Fiscal Position • Monthly Budget v/s Expenditure O/o Accountant General (A&E), AP

  9. Comprehensive Financial Management System (CFMS) Implemented in April 2018 O/o Accountant General (A&E), AP

  10. CFMS Impact of CFMS • Single Source of Truth • Aadhar based bill approval • Digital signature for all submission to external stakeholders • No Physical Vouchers. Vouchers available online in CFMS Portal • Migration of Works and Forest Accounts into Treasury Accounting system • Payment transactions are handled by RBI through e-Kuber • Receipts are handled through SBI, PayU and e-Kuber • No agency bank and hence no difference under RBD O/o Accountant General (A&E), AP

CFMS Hurdles faced • Data Compatibility with VLC System • Initial delay in rendition of Monthly accounts data • April, 2018 MCA generated in August 2018 • Data Veracity – Changes in CFMS data after closing of a month • Deviation from standard practices in Government accounting (Eg. LMMH, -Dr. etc) O/o Accountant General (A&E), AP

Entitlements - Pensions • Pension Authorization to State Government employees excluding Class IV employees • Authorizes pension to All India service officers, High Court Judges, Chairman and Members of Public Service commission, Lok Ayukta etc., • Authorization of Family Pension • Authorization of Pension Revision O/o Accountant General (A&E), AP

Entitlements - Pension Services to Pensioners • Registration and Dispatch information through SMS • Ability to download pensioner copy of PPO from website • Digitally signed e-PPO is being dispatched by e-mail to DTO with cc to pensioner • Speed Post particulars placed in website to track delivery of the department’s copy • Pension Adalat for Grievance redressal O/o Accountant General (A&E), AP

Performance of Pension Wing • No of Pensioners – Service pension: Family Pension: • No of PPO issued in 2018-19: • On an Average receives 750 Service pension and 100 family pension cases every month • Fresh cases are authorized in <30 days • Revision cases are authorized in <90 days • As on 31st August, 2019 no. of cases which are >31 days are O/o Accountant General (A&E), AP

  18. Entitlements - Pension Challenges • PSMIS pension package - Front End: VB6; Back End: Oracle 11g • Microsoft has withdrawn support for VB6 • Runs on 32 bit OS. Desktops of Windows 7 and below only can be used. No security patch Impact of CFMS • Phase II of CFMS includes HRMS module • e-Service Record is in the final stage of completion • Online exchange of data (Pension proposal data and PPO data) between CFMS HR module and our PSMIS package – Request by State Government O/o Accountant General (A&E), AP

Entitlements - GPF • Maintains the GPF accounts of employees of Government of Andhra Pradesh except class IV employees and All India Services officers. • Posting of Credits and debits into individual accounts • Authorization of Final payments Services to Subscribers • Communication of Monthly balance through SMS • Grievance redressal through e-mail, SMS and Whatsapp • Final Withdrawal through SMS O/o Accountant General (A&E), AP

  20. Performance of GPF Wing • No of GPF Subscribers: 1,04,849 as on 30-08-2019 • Average no. of days to finalize a Final Withdrawal case: 29 days • No of days to complete posting monthly data: 25 days • GPF Annual statement uploaded on 20-06-2019 ( Target: 31st July, 2019) KRA Rating : Will be updated O/o Accountant General (A&E), AP

  21. Entitlements - GPF Challenges • Obsolete N-Computing devices effecting the performance of the wing • 15 Desktops were hired for timely uploading of Annual Statement • Hiring is being continued for routine activities of Funds wing O/o Accountant General (A&E), AP
