Timeline on the revision of Regulation (EC) No 261/2004 • On 13 March 2013, the European Commission made the proposal to amend Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights and Regulation (EC) No 2027/97 on air carrier liability in respect of the carriage of passengers and their baggage by air • First reading of European Parliament adopted on 5 February 2014. • Progress report (the second one)presented by the Greek Presidency on 5 June 2014.

Inter-institutional Discussions • First reading of European Parliament adopted on 5 February 2014 – amendments to the Commission proposal regarding: • Delay compensation • Definition of "extraordinary circumstances" • Cap on accommodation in extraordinary circumstances • Protection in case of insolvency of the carrier • Council of the EU –second Progress Report.   5. International developments • At 38th ICAO Assembly in September 2013, Member States agreed to develop a set of high-level, non-binding, non-prescriptive core principles on consumer protection, which are consistent with existing international agreements. • Last May, ICAO Air Transportation Regulation Panel (ATRP/12) has agreed on a set of core principles on consumer protection.
