  2. The case study • An unusual partnership between the Governments and an NGO fighting corruption within the law enforcement and application process. • Its experience offers a close up look at corruption in the forces of law and order and the judiciary as well as new solutions

  3. Indicators- how do you measure performance? • Workshops and seminars? • Trainings? • Seizures? • Arrests? • Number of major traffickers prosecuted and imprisoned.

  4. The gap • Sufficient national wildlife laws in place in all countries of west and central Africa. • Almost all countries of central and west Africa were on zero prosecutions.

  7. Government-NGO collaboration • Courageous step from the Government of Cameroon • Collaborative approach in ensuring good governance in the enforcement and application of the wildlife law • NGO helps government fight against corruption throughout the different stages

  8. INVESTIGATIONS • Investigators, undercover agents and informers gather precise information so that dealers in threatened species can be arrested in the act • Producing concrete evidence for the courts.

  9. OPERATIONS • LAGA technically assists Government to arrest violators and to channel complaint reports to the courts. • LAGA closely supervises operations in the field. • Around 85% documented bribing attempts. • Fighting corruption.

  10. LEGAL ASSISTANCE • LAGA formed a legal team to assist in the administrative procedures of prosecuting the first wildlife cases known in the courts of Cameroon. • 80% of our cases bribing attempts in the court. • Fighting corruption.

  11. MEDIA • Newsflashes into national TV news, national radio news and written press concerning the success of the operations and positive court rulings everyday • Education of the public on the change. • Transparency in publishing cases – 4 times per year in Cameroon.

Results – A trafficker imprisoned per week • The collaboration shifted Cameroon from zero prosecution to one arrest and successful prosecution of a major wildlife dealer each week. • Imprisoned SDOs, Army officers, police commissioner, officials… • Replicated and operational in 6 countries. • Cross sector replication – child trafficking, human rights etc.

Message • Measure performance indicators – imprisonment of traffickers. • Measure detection rate of corruption. • Integrate the fight against corruption into your strategies. • Be opened for unusual partnerships in the fight against corruption – innovation is what we need.
