Uganda: Food Emergency in Karamoja http://www.irinnews.org/Report.aspx?Report.aspx?ReportId=82721 Karamoja, Uganda’s poorest region, is in a declared state of emergency due to a severe drought threatening the lives of hundreds of thousands. Food must quickly be distributed by the government and the UN World Food Program in order to save 970,000 from starvation. The dry conditions and food shortages are unlikely to end before next October’s harvest. In 2008 agricultural output was reduced as low as 30 percent in some areas. Karamoja has received very limited investment, perpetuating underdevelopment and hunger. The situation is especially critical for children whose mothers are forced to travel long distances to find meager work in exchange for some kind of food. WFP is trying to prevent further crisis by placing emphasis on medium and longer-term solutions to hunger. They want to help Karamoja produce large amounts of food which they can buy for emergencies elsewhere. Last year WFP bought $53 mill. worth of food from Uganda, the biggest ever purchase from a developing country.
4. Military Action http://www.irinnews.org/Report.aspx?ReportId=82475 In December the Ugandan army along with the DRC and southern Sudan launched Operation Lightning Thunder against LRA forces. The operation is a result of the continued refusal of LRA’s leader Joseph Kony to sign a treaty ending his twenty year rebellion against the Ugandan Government. Uganda is facing criticism from groups such as “The Enough Project” that believe the operation was “poorly executed,” and “operationally flawed.” State minister of Defense Ruth Nankabirwa defends the attack saying its surprise nature forced Kony to leave everything behind. She continues to hope that he will willingly come sign the agreement, but is prepared to “finish him off” if he refuses.

UNICEF seeks $1 billion to aid women and children in crises http://www.un.org/apps/news/story.asp?NewsID=29680&Cr=unicef&Cr1=appeal UNICEF, the United Nations Children’s Fund appealed for $1 billion at the end of January to fund emergency relief operations as thousands of women and children die from hunger, disease, poverty and violence on a daily basis. Half of these funds are intended to continue to fund operations in the Democratic Republic of Congo (DRC), Somalia, Sudan, Uganda and Zimbabwe. Malnutrition is a major cause of death for the more than nine million children dying each year. An estimated one million people lack adequate nutrition but it is a problem that doesn’t attract much attention
