ADDRESSES ARE ADDED FROM VARIOUS RESOURCES (USUALLY TAX ATTRIBUTES FROM PARCELS OR SHERIFF’S INFORMATION). POINTS – ADDED FROM NEW PARCELS ALONG WITH ASSOCIATED ATTRIBUTION FOR CURRENT AND PENDING TAX INFORMATION FROM AUDITOR’S PINS DATABASE TAXING DISTRICTS – DOCUMENTS FILED WITH AUDITOR AND DISTRIBUTED TO SURVEY TO EDIT CURRENT DISTRICTS ELECTION DISTRICTS – DOCUMENTS FILED WITH STATE AND AUDITOR, DISTRIBUTED TO SURVEY TO EDIT. USUALLY DONE DURING REDISTRICTING, BUT COULD BE AFFECTED BY TAX DISTRICT CHANGE (ANNEXATION) UPDATE RECEIPT PROCESS

CIC’S – NO MUNICIPAL REVIEW RLS – MUNICIPAL REVIEW SUBDIVISION – MUNICIPAL REVIEW PLATS • PLATS ARE SUBMITTED BY LICENSED LAND SURVEYOR FOR CHECKING AND APPROVAL BEFORE FILING, ALSO CITIES MAY BE SEEING A PRELIMINARY PLAT PRIOR OR AT THE SAME TIME WE ARE CHECKING. • PLATS CAN STAY IN OUR DRAWER FOR UP TO 2 YEARS (PURGED AFTER 2 YEARS) BEFORE THE DEVELOPER DECIDES TO FILE OR IS FILEABLE. • PLATS THAT ARE SIGNED BY THE MUNICIPALITY MAY, FOR SOME REASON, NOT GET APPROVED BY COUNTY(USUALLY TORRENS PLATS) • WE DO NOT ADD PLAT DATA TO MAP UNTIL PID’S ARE ASSIGNED BY AUDITOR OFFICE TO ENSURE NO NULL POLYGONS.

PLATS (cont’d) • PLAT DATA SUBMITTED AS POINT FILES TO SURVEYOR’S OFFICE • CHECKED WITH COORDINATE GEOMETRY SOFTWARE THAT ASSIGNS UNIQUES LEVELS TO NEW LINEWORK • NEW LINEWORK (DWG) IS IMPORTED, GEOMETRY AND ATTRIBUTION IS PROCESSED USING SEVERAL CUSTOM (ESRI) GEOPROCESSING MODELS (Figure 1) • LINEWORK IS IMPORTED INTO THEIR RESPECTIVE FEATURE CLASSES IN SDE • POLYGONS ARE CREATED FROM LINEWORK AND IMPORTED INTO SDE • LOT DIMENSION ANNOTATION CREATION IS AUTOMATED, MANUAL COSMETIC FIXES ENSUE • TURNAROUND IS USUALLY IS ABOUT 2-4 WEEKS FROM FILING, DEPENDING ON THE WORK LOAD • PLATS HAVE THE HIGHEST PRIORITY TO COMPLETE DUE TO BANG-FOR-THE-BUCK.

  9. SPLITS OR COMBINATIONS ARE SUBMITTED BY THE PROPERTY OWNER EITHER AS A DEED, PLAT (TO RECORDER) OR LETTER OF REQUEST(TO AUDITOR). THE AUDITOR WILL NOT ACCEPT THESE CHANGES WITHOUT CITY APPROVAL OR IN THE CASE OF A LENGTHY LEGAL DESCRIPTION , UNLESS PROVIDED BY A LICENSED LAND SURVEYOR. AUDITOR SUPPLIES DESCRIPTION AND PIDS TO SURVEYORS. SURVEYORS GET SPLIT / COMBINATION DESCRIPTION AND MAKE CHANGES TO EXISTING PARCELS. OLD PARCEL(S) GETS A FEATURE CLASS CHANGE TO PARCELDIV THAT DO NOT SHOW UP ON THE METROGIS EXTRACT, BUT DO SHOW ON THE FILE GEODATABASE. LOT SPLITS / COMBINATIONS

  10. PUBLIC ROAD AND ALLEY VACATIONS ARE INITIATED BY THE AUTHORITY THAT HAS JURISDICTION OVER THAT RIGHT-OF-WAY PASSED ON TO RECORDER AND/OR AUDITOR BY CITY COUNCIL RESOLUTION. THESE RESOLUTIONS ARE PASSED ON TO SURVEYORS OFFICE FOR CHANGES TO MAP DATA. SURVEYORS TRY TO ADD THESE AS SOON AS POSSIBLE ALONG WITH DOCUMENT NUMBERS, BUT THEY HAVE LOWER PRIORITY THAN PLATS OR SPLITS/COMBOS, UNLESS THEY ADD PROPERTY TO ADJACENT PROPERTIES. IF ENTIRE PARCEL IS TAKEN BY A DOCUMENT(S), THE PID MAY REMAIN AS A PID_IN_RTWY AND MAY REMAIN CURRENT, BUT NO POLYGON IS CREATED OR LEFT BEHIND. SURVEYORS GET RESOLUTIONS FROM AUDITOR AND PLACE THEM IN TO-DO BY DATE RECEIVED. ROAD VACATIONS / TAKINGS

  11. PUBLIC ROAD OPENINGS FROM NEW PLATS ARE ADDED AS SOON AS POSSIBLE, AS THESE HAVE ADDED-VALUE FOR GEOLOCATION END-USERS (IE. SHERIFF, GIS, CITIES, ETC…) ANY OTHER DOCUMENT OR INPUT THAT WOULD IDENTIFY OPENINGS OR CLOSURES ARE COMPLETED ON THE CENTERLINE IN A TIMELY FASHION. STREET CENTERLINE

  12. PUBLIC ROADS ARE DEPENDENT ON THEIR RESPECTIVE JURISDICTION TO NAME THEM AND KEEP US INFORMED OF ANY UPDATES. PRIVATE STREETS ARE HARDER TO IDENTIFY - WE GLEAN INFORMATION FROM THE PLATS AND ORTHOPHOTOS. ROAD TURNBACKS FROM GOVERNMENT ENTITIES TO OTHER GOVERNMENT ENTITIES, QUESTIONS THE RENAMING OF THESE ROADS IN A TIMELY BASIS. I DO NOT HAVE A GOOD ANSWER FOR ALL TURNBACKS AS TO THE NOTIFICATION OF CHANGE. IT WOULD BE A GOOD IDEA IF THE CITIES RECEIVE OR TURNOVER ROADS TO ANOTHER ENTITY, THEY INFORM SURVEY OFFICE DIRECTLY. THESE CHANGES USUALLY HAVE AN EASY FIX AND ARE DONE QUICKLY. STREET NAME CHANGES

WE GET A MONTHLY CUT OF TAX INFORMATION (1ST OF THE MONTH) FROM OUR MAINFRAME – THE TABLE IS JOINED TO THE PARCELS FOR METROGIS POINT & POLYGON EXTRACTS (WHICH ARE RUN MONTHLY, BUT DISTRIBUTED QUARTERLY). FEBRUARY 15TH IS THE APPROXIMATE DATE HENNEPIN TURNS TAX DATA OVER TO THE NEW TAX YEAR. NEWLY CREATED PIDS IN THE CURRENT TAX YEAR WILL BE CURRENT THE FOLLOWING TAX YEAR. THEY MAY SHOW UP AS “DIVISION-IN-PROCESS” OR “PENDING”. THAT IS WHY WE KEEP THE UNDERLYING POLYGON AS A PARCEL_DIVIDED (BECAUSE THEY ARE STILL CURRENT) IN THE FILE GEODATABASE, SUBSTANTIAL ATTRIBUTION IS ATTACHED TO THE POINTS FEATURECLASS. THE POLYGONS ARE LIMITED TO ATB AND PRECINCT-CODE; THESE ATTRIBUTES ARE MAINTAINED BY THE SURVEY DIVISION AND NOT EXTRACTED FROM THE MAINFRAME. ATTRIBUTE CHANGES

  14. COSMETIC TEXT CHANGES ARE USALLY DUE TO THE SHIFTING OF LINEWORK DUE TO COGO83 PROJECT. THE COGO83 PROJECT TEAM RESEARCHES DEEDS AND IMPORTS RECTIFIED LINEWORK AND POLYGONS TO OUR SDE DATABASE. SOME LINEWORK MAY SHIFT SIGNIFICANTLY TO REQUIRE COSMETIC CHANGES TO ANNOTATION (TEXT) TO BE COMPLETED. (SEE COGO COMPLETION MAP) COSMETIC TEXT CHANGES

  15. THE COGO83 PROJECT TEAM IS REDIGITIZING PARCEL LINES FROM RESEARCHED DEED DESCRIPTIONS, RECORDED PLATS, AND OTHER DOCUMENTS PERTINENT TO IDENTIFYING TAXABLE PROPERTIES. THIS IS A LONG-TERM PROJECT STARTED IN ABOUT 2004… THE ESTIMATED YEAR OF COMPLETION IS 2012. BE AWARE THAT THE PROPERTY LINES IN YOUR CITY MAY MOVE. PROPERTIES NEAR WATER ARE MORE LIKELY TO MOVE DUE TO THIS PROCESS. THE PROPERTY LINES WILL MATCH MUCH BETTER TO THE AERIAL PHOTOS ONCE COMPLETED. THIS PROJECT IS NOT A SURVEY, THEREFORE THE LINES SHOULD NOT BE USED TO SURVEY FROM. COGO83 PROJECT

  16. AERIAL PHOTOGRAPHY: DISTRIBUTED IN MRSID TIFF IS LIMITED TO ‘REQUEST ONLY’ DUE TO SIZE OF FILES. SECTION TILES ARE STANDARD, BUT CAN ENVELOP A SMALLER AREA FOR SMALL LIMITED PUBLIC REQUESTS. 2009 AERIAL REQUEST FOR BIDS WILL BE GOING OUT SOON. HENNEPIN COUNTY IS REQUESTING TO HAVE A DECEMBER 31, 2009 DELIVERY DATE IN THE BID. DATA FORMATS

  17. PARCELS – SHAPEFILE: COUNTY-WIDE PARCEL SHAPEFILE EXTRACT FOR METROGIS WE HAVE A PROCESS THAT CAN EXTRACT BY INDIVIDUAL OR MULTIPLE MUNICIPALITIES CUSTOM OFFSETS ARE ACCOMODATED IDENTICAL ATTRIBUTES TO THOSE OF METROGIS EXTRACT DATA FORMATS

  18. PARCELS – FILE GEODATABASE: LOOK AND FEEL OF OUR SDE DATA MODEL THE COMPLETE TAX INFORMATION TABLE IS OMITTED IN THE EXTRACTED GDB LIMITED ATTRIBUTES ARE ATTACHED TO THE POINTS FILE CAN BE JOINED TO THE PARCEL_BASE POLYGONS IDENTICAL ATTRIBUTES TO THOSE OF METROGIS EXTRACT DATA FORMATS

  19. DISTRICTS: INDIVIDUAL LINE, POINT, OR POLYGON FEATURES CAN BE REQUESTED IN A SHAPEFILE FORMAT WITH FEATURE-ASSOCIATED ATTRIBUTION MOST OF THESE EXIST IN THE DISTRIBUTED FILE GEODATABASE DATA FORMATS

  21. LICENSING: CURRENT LICENSE AGREEMENTS MUST BE IN PLACE WITH THE ENTITIES AND THEIR CONSULTANTS FOR USE BY A CONSULTANT FOR DISTRIBUTION TO A CONSULTANT MOST MUNICIPALITIES ARE CURRENTLY LICENSED AND UNDER THE EXTENSION AGREEMENTS. DATA DISTRIBUTION
