Ongoing evaluation:an integrated management tool • shift from regulation-driven to needs-driven evaluation (flexible approach) • process: a series of evaluation exercises • stronger links between monitoring and evaluation + these two exercises and decision-making • periodicity and regularity • strategic and operational nature • forward-looking approach: organisation and use EVALUATION PLAN in parallel with programming

Evaluation PlanArt. 48.1 • Coordination • Links between monitoring and evaluation (periodicity / regularity of these exercises) • Human resources and steering group • Capacity building • Revision mechanism • Evaluation activities • Flexibility: thematic scope, timeframe, human and financial resources • Potential use -> at national and programme level -> whole programming period + annual sections Suggested outline: Annex 1

Regulatory Requirements (I) Flexible Arrangements: scope, design, timing but – evaluation required: (Art. 48.3) • Where the monitoring systems reveal a significant departure from the goal initially set • financial + physical monitoring data Priorities: outputs and resultsindicators: Art. 37.1(c) • 10%-20% departure (specific features of OP, scale of intervention – proportionality principle) • “early warning mechanism”: timely to facilitate programme adjustments • annual reporting: Art. 67 (by 30 June, first time in 2008)

Regulatory Requirements (II) • When programme revisions are proposed Art. 48.3  Art. 33 Proposals for revision stem from regular monitoring and evaluation Major changes: • Financial: between priority axes, Commission approval required • Content-related: revision of objectives at programme or priority level • Implementation-related: e.g. new processes, major re-structuring Reasons to revise (Art. 33.1): • Significant socio-economic changes in programme environment • Major changes in Community, national or regional priorities • Monitoring reveals a significant departure from the goals initially set • Implementation difficulties
