INTRODUCTION • I am Andrew de Laura, Chairperson Correctional Supervision and Parole Board of Malmesbury Management Area. • Malmesbury Management Area consist of Malmesbury Med A, Med B and R- West, Community Corrections Vredenburg and Malmesbury. • My work history consist mainly in the Department of Education. Previously Head Master of numerous teaching institutions, Inspector of Education and IPV of Prisons. • Our total of sentenced offenders is 1957.

BACKGROUND • Our Board started functioning on 2004/10/01. • The main functions of the Correctional and Supervision Board is the responsible consideration of and approval/disapproval of the placement of prisoners under Correctional Supervision/Day Parole/Parole and in specific cases the release after full sentence. • Approval/Disapproval of special remissions of sentences. Section 80 of Act 111 of 1998

Composition of the Board Chairperson : Mr. de Laura A Act Vice Chairperson: Mr Coetzee S J Secretary : Mr Pool D MOC 1 : Mr Bocks M MOC 1 : Mrs McQuire V Clerk Profiles : Mr. Ockhuis C Clerk Admin Sup : Mrs Msoki M • The post of Vice Chairperson has been advertised and should be filled by end of this year.

  5. Involvement of Community Members • Chairperson – Mr. A de Laura • Gouie jare diens sentrum- Involvement in activities for the aged. • Poverty relief in ROP area. • Support to HIV/AIDS infected/affected • Involvement in church activities

  7. OBJECTIVES OF MALMESBURY • ENVISAGE ON: • Professionalism • Correctness according law • Fairness • Fair time frame for all parties • Transparent • To be the best in what we do correctly and fairly to all involved

  9. SPECIAL REMISSIONS • Number of Cases approved: 24 • Refer 1 case to SAPS • One corruption case will be finalized after court actions. • One incomplete case referred back to investigator.

  10. METHODOLOGY Information Needed • G326 Profile from CMC • Report on behavioral chance programs. • Reports on self-development programs. • Support systems. • Community acceptability • Summary of adaptation in prison. • Restorative justice program report.

Roles of various Parties • CAT – Compilation Case Plan • CMC – Compilation and Submission of G326 Profile report and bearing out of the info by the annexure to the G326. • Vocational Staff – Submission of relevant reports • Offenders – Represent his case • Victim/Complainant – Submissions • SAPS – Crime Profiles/Offender Profiles

  20. OTHER INTERVENTION • Cluster meetings are attended • GPS meetings are attended • Meetings are held with SAPS quarterly • Meetings are held with justice quarterly • Meetings with Com Corr offices are held quarterly. • Meetings with communities are held quarterly.

SOCIETAL RESPONSIBILITY • All members of the board are aware of their societal responsibility that is why we actively are involved in Imbizos. • Community worker are actively involved in justice cluster and addressing problem areas in his communities. • Invitations are made to families and victims that want to now more of our system • Meetings are held with community leaders. • Placements are done with fairness to offender and safety of society in mind.

  22. CONCLUSION The future success of Parole Board is a direct function of compliance to legislation, policies and procedures as well as the willingness of the community to take co responsibility for our fellow humans that failed themselves in life.
