  3. INTRODUCTION • University environment (diverse, hostile, less affluent) bring uncertainty and vague future to the higher education life • Challenges: massification, competitiveness, budget restrictions, globalisations • Reaction to the the challenges: structural, functional, managerial change

  4. Quality and Autonomy: the Challenge for Institutions • Internationalisation and Quality: Goals, Strategies and Instruments • Quality and Performance • Quality and the Development of Study Programmes • Quality and Student Mobility

  5. QUALITY  innovations, enhancement, advancement, new technology, new methods, high performance, improvement  QUALITY ASSURANCE

Current state of QA System in CROATIA - HE Law adapted in 1993, amended in 1996 and 2000 - Law, by-laws /statutes, rules, regulations, recommendations speak about procedures, standards, criteria and mechanisms of QA in higher education - National Council of Higher Education is an independent, strategic, expert advisory and evaluating body (by law) In reality?!

  7. Currently, Croatian HE institutions are in the procedure of change: - new HE law - change of the structure, organisation and management - change of QA system

  8. IMPORTANT OBJECTIONS TO THE TEMPUS PROJECT ACTIVITY Specific objectives: 1. establishment of sustainable enrolment policy 2. enhancement of quality culture 3. development of institutional evaluation model

  9. OBSTACLES ON THE WAY EXPECTED OUTCOMES • Resistance of the academic community (loss of privileges and acquired rights • Additional effort

MEASURES to weaken the resistance: • providing relevant and broad information to the academic community • explaining the need for change • explaining the benefits that changes bring • state institutions and university authorities should support by all means changes and development of the QA system • HE institutions should be ready to accept develop and continuously implement high quality standards and criteria • the QA system should respect and give incentives by rewarding quality and excellence
