  15. 塭底溼地發展簡史 • 濱水而居水源方便，使農業發展豐碩。 • 近年來由於海岸線下沈，造成土地鹽化，原本從事各種農業活動的旱田、水田、漁塭等土地利用型式，部分已休耕或廢耕。 • 廢耕地逐漸變成草地、草澤和水潭等多樣性環境，也成為吸引野生動物棲息的環境。

  16. 政府單位對塭底溼地的規劃 • 水林鄉公所曾與民間團體努力在塭底溼地規劃一個「生態教育園區」，但僅有書面資料，沒有進一步執行。 • 中興國小將北港溪下游塭底溼地納入轉型優質的校本課程中，使學生全面性了解家鄉特有的休閒產業觀光資源。
