    3. 3 Homeland Security vs. Homeland Defense HOMELAND SECURITY (HLS): A concerted national effort to prevent terrorist attacks within the U.S., reduce Americas vulnerability to terrorism, and minimize the damage and recover from attacks that do occur. (from National Strategy for Homeland Security, The White House, 16 July 2002) HOMELAND DEFENSE (HD): The protection of U.S. sovereignty, territory, domestic population, and critical defense infrastructure against external threats and aggression. (DoD Directive 5111.13, draft)

    4. 4 Lead: Defend the United States from direct attack At the direction of the President or the Secretary of Defense Combat Air Patrols, Maritime Intercepts, Missile Defense

    5. 5 Defense Critical Infrastructure Program A DoD risk management program that seeks to ensure the availability of networked assets critical to DoD missions. Includes DoD and non-DoD domestic and foreign infrastructures essential to planning, mobilizing, deploying, executing, and sustaining U.S. military operations on a global basis. Identification, prioritization, assessment, and assurance of Defense Critical Infrastructure will be managed as a comprehensive program that includes the development of adaptive plans and procedures to mitigate risk, restore capability in the event of loss, support incident management, and protect related sensitive information.
