Recent QS Changes, Evolving OQLC • Quality Systems Specialization (QS) Initiated Spring, 2002 • Started as Applied Quality Science, 1990’s • Associate degree holders, “3 + 1”, non-traditional • QS 326, 327, 426, 427, core knowledge forms basis • Based on, around, ISO 9000 rubrics, values • American Society for Quality (ASQ) highly integrated • Quality Engineering, Quality Services (highly flexible) • QS minor, proposed QS Certificate, totally web-based • Becoming Online Quality Learning Community (OQLC)

  3. Recent QS Changes, Evolving OQLC Online Quality Learning Community evolved as QS curriculum was changed, since about 2000. Three objectives define the long term efforts of OQLC: Objective 1: Develop electronic portfolio assessment as foundational to learning community Objective 2: Operationalize ASQ core knowledge, BS degree completion, professionally Objective 3: Broaden, enhance OQLC network, engaging key partners to build community

Recent QS Changes, Evolving OQLC • Currently developing OQLC infrastructure • New courses developed, existing curriculum changed, totally online • Electronic, flexible, transportable, not traditional, not residential • OQLC uses new “Express Transfer” system • Early assessment to assist in transfer process, electronically done • Student self assessment is in first course, career objectives solidified • Other OQLC infrastructure in the works……. • Web-based portfolio development, assessment systems • Electronic co-op supervision, research course supervision • ASQ sections, student branches, key OQLC elements • Much emphasis on standard procedures, documentation as QMS

Recent QS Changes, Evolving OQLC What does this mean instructionally? • Non-traditional recruitment for 3+1 associate transfer • Two courses per year, total 35 hours minimum, at BGSU • Technical leaders, via ASQ, collaborating, improving • Manufacturing, non-manufacturing, project, research • Electronic infrastructure, Blackboard delivery system • Portfolio systems assess, reflect core knowledge, as QMS • ISO/QS core knowledge, quality functions, applied Complete BS degree focused in QS, totally web-based……

Assessment Relationships • Courseware facilitates, guides development of portfolio: • Team oriented, collective work, not individual focused • Individual is identified by name in broader collaboration • Grown as knowledge, over course, project deliverables • Improved iteratively, based on assessment feedback • Courseware has quality system infrastructure, discipline • Portfolio structure is in courseware to guide assessment • Portfolio accumulatively built as multiple tools, phased • Each tool is addressed, critiqued, as key assignment

Assessment Relationships • Tools, as courseware, conclude with applications: • Interpret, reflect tool content, experience of project • Synthesizes team communication, management, QMS • Work done in “tables” format, individually, team • Table format “collects” data, documentation • Assessed by others, compile based on each others’ work • Improvement heavily based on courseware structure • Iterative processes done in electronic shell, by design • Portfolio emerges collectively, best practices assessed

OQLC Next Phases, Future Emerging Build infrastructure, relationships with two year schools, and various industrial partners, to further define and initiate OQLC, as a larger statewide entity, and beyond.Broad relationships provide a quality system, assessment system model, with ASQ as a key partner. Project is set to begin tentatively, 2003-2004, based on proposal through College of Technology and Continuing Education, BGSU.
