  4. Agenda • Brief review of Post-School Data Collection • Definitions for Post-School Leavers • Using the Transition Systemic Framework (TSF) • Using the TSF wizard to make program improvements • Tips for increasing your contact rate with leavers

History of Post-School Data Collection • CCTS has conducted the Washington State Post-School survey since 1999 for students with IEPs • In 2005, this data collection was federally mandated under the Individuals with Disabilities Education Improvement Act (IDEA, 2004) • OSPI is required to report outcomes to OSEP (Office of Special Education Programs) as part of Indicator 14 Part B of our State Performance Plan (SPP)

  8. Definitions for Post-School Leavers • In 2009, Washington adopted OSEP’s measurable categories of postsecondary engagement • Higher Education • Competitively Employed • Other Education or Training • Other Employment

  9. 1. Higher Education Enrolled on a full- or part-time basis in a community college (2-year program), or college/university (4- or more year program) for at least one complete term, at any time in the year since leaving high school.

  10. 2. Competitive Employment Worked for pay at or above the minimum wage in a setting with others who are nondisabled for a period of 20 hours a week for at least 90 days at any time in the year since leaving high school (including military employment).

  11. 3. Other Postsecondary Education or Training Enrolled on a full- or part-time basis for at least one complete term at any time in the year since leaving high school in an education or training program (e.g., Job Corps, adult education, workforce development program, or vocational technical school which is less than a 2-year program).

  12. 4. Some Other Employment • Worked for pay or been self-employed for a period of at least 90 days at any time in the year since leaving high school. This includes working in a family business such as: • farm, • store, • fishing, • ranching, • catering services, • etc.

  13. The CCTS Online Survey Survey the leavers by following the online prompts while you conduct the phone call interview.The survey will calculate and sort your outcome data for you.

When and How to Survey Leavers: 1) Enter 2010-11 Leavers’ Demographic data by June 1, 2012 (you have already completed this step)2) Using your district’s contact information, make the calls to each leaver—at least three attempts for each before closing the survey on November 1, 2012.3) Enter 2011-12 Leavers’ Demographic data by June 1, 2013.

TIPS to Improve Contact Rate: • Need better methods to track leavers? • Gather post-school contacts from leavers beyond their home phone number: • Try email, private use of social media contact information • Contact relatives or close friends who also attend your school or live in the neighborhood • Gather this information on your students each year after they turn 16—review it at the IEP meeting until they graduate or exit high school
