RTTT goals for PD • “…to put desired reforms into practice in classrooms, we need to devote substantial and systematic attention to implementation support for educators, largely in the form of professional development. Short of this, our reforms will be nothing more than hopes and aspirations.” (p. 133) • “Through RTTT we will establish more rigorous standards for effective professional development to help us measure, evaluate, and continuously improve our professional development strategy and offerings.” (p. 139)

  5. RTTT Goals for PD • D5(i): Support effective implementation of our objectives through a comprehensive professional development system • 1. Focus PD on the Department’s strategic goals • 2. Develop a comprehensive PD system • D5(ii): Hold ESE, providers, and LEAs responsible for providing effective professional supports aligned with the state’s priorities. • Include standards for PD, quality assurance

  6. 3 Projects (Charters) • D5.A1. Develop standards for PD & self-evaluation tool for districts; ensure all ESE-sponsored PD meets the standards • D5.A. Coordinate ESE-sponsored PD to better advance ESE strategic goals & enhance access by the field • D5.A2. Develop quality assurance system for PD Providers across the state

We convened a cross –agency professional development committee • Educator Policy, Preparation & Leadership (EPPL) • Assessment • ACLS • Licensure • Executive Office of Education • DSAC • The Office of Targeted Assistance • Education Data Services • Office of Planning & Research • C&I (Julia P.) • PD (Regine P.) • Science • Mathematics • Humanities-Literacy • Office of Digital Learning(ODL) • OELAAA • Special Education/MTSS • Nutrition Health and Safety • Edwin: Teaching & Learning • Education Training in Data Use

  10. 2. Conducted research on best practices in professional development, learning, and instruction 3. Analyzed the standards from Learning Forward (the National Staff Development Council) 4. Looked at PD standards from different states, particularly RTTT states: KY, NY, NJ, OH, MD, FL, CT, AL, MI 5. Looked at current guidelines for licensure, becoming a PD provider, Adult Basic Education’s Professional Standards for Adult Basic Education Teachers, Conditions for School Effectiveness 6. Initial Draft of the MA Standards for Professional Development Massachusetts Department of Elementary and Secondary Education

Purpose, Definition and Audience • Concretely describe, identify, and characterize what high quality learning experiences should look like for educators. • Provide guidance on the preparation of High-Quality Professional Development to any entity or person(s) responsible for facilitating, directly planning, or sponsoring professional development. Definition: High Quality Professional Development (HQPD) is a set of coherent learning experiences that is systematic, purposeful, and structured over a sustained period of time with the goal of improving practice and student outcomes. It enables educators to facilitate the learning of students by acquiring and applying knowledge, skills, and abilities that address student needs and improvement goals of the district, school, and individual. HQPD conforms to best practices in research and relates to educators’ assignments and professional responsibilities. Massachusetts Department of Elementary and Secondary Education

There are 4 overarching guidelines under which the standards fall: • Professional development is a process • It is intentional • It is evaluated for effectiveness • It requires strong leadership that (a) strengthens the organization and structure of PD (b) guarantees follow-up and (c) promotes a culture of high expectations and risk-taking Massachusetts Department of Elementary and Secondary Education
