UNCLASSIFIED As of 02 1800W Mar 10 Purpose • To provide the Operational Contract Support (OCS) community of interest an update from USPACOM on select areas of focus, highlight relevant planning considerations, and foster discussion concerning the desired OCS end state. UNCLASSIFIED As of 02 1800W Mar 10 Background • Operational Contract Support (OCS) is a broad response to • Congressional concern for good stewardship of taxpayer funds • Changes in composition of the “Total Force” • Elimination of “Force Structure” • The use of increasingly sophisticated weapons systems • The sharp rise in the number of contractors on the battlefield • The rising cost of conflict and the resultant political implications • The legal mandate for OCS seeks to • Ensure proper management and oversight of contractors and contract support • Generate economies of scale while preventing waste, fraud and abuse • Ensure that contract support is integrated into DOD’s planning process LCDR Tim Pickett, J46 UNCLASSIFIED

UNCLASSIFIED As of 02 1800W Mar 10 The J4 Focus of Effort • During the past year, the focus of effort has been on • Continued execution of Congressional mandates • Implementation Office of the Secretary of Defense (OSD) and Chairman of the Joint Chiefs of Staff (CJCS) guidance and direction • OCS related activities centered on • Extending the OCS construct across the Joint Planning and Execution Community (JPEC) • Continued development and refinement of contract support plans • Knowledge management and information sharing LCDR Tim Pickett, J46 UNCLASSIFIED

UNCLASSIFIED As of 02 1800W Mar 10 The PACOM J4 Focus of Effort – Cont’d • Extending the OCS construct across the Joint Planning and Execution Community (JPEC) • Incorporated the joint Contingency Acquisition Support Office (JCASO) into Terminal Fury 09 (TF 09) • Built on TF 09 to incorporate an Air Force or Army element into the PACOM OCS C2 construct • AF Contracting Squadron • Army Contracting Support Brigade (CSB) • Exercised interagency coordination in TF 09 with the DoS, USAID and OFDA • Partnered with COMPACFLT to develop OCS Concept of Operations (CONOPS) and broaden “Husbanding Contracts” • Achieved Synchronized Pre-Deployment Operational Tracker (SPOT) compliance in OEF-P LCDR Tim Pickett, J46 UNCLASSIFIED

Hammes at http://www.afji.com/2009/12/4252237/ • Planning for Operational Contract Support is inherently a “wicked problem”1 • Congressional focus is primarily on macro issues • Force structure • Workforce mix • Inherently governmental function determination • Total Force composition • Total program costs • The law of unintended consequences is at work • Cause and effect is not well understood • COCOM, geographic, operational and regional stability considerations do not support “cookie cutter” approaches LCDR Tim Pickett, J46 UNCLASSIFIED

UNCLASSIFIED As of 02 1800W Mar 10 Planning Considerations – Cont’d • Capability-based planning and gap analysis are strategic planning tools • Requires assumptions concerning force correlation • Don’t always translate well to force structure and force mix determination • The Joint Operation Planning Process (JOPP) is a valuable tool but applied unevenly • A proper mission analysis is critical to success • A keen understanding of Commander’s Intent is vital • Treats assumptions from higher as facts • Assumes the Commander has properly framed the issues and identified there is, in fact, a problem that needs to be solved LCDR Tim Pickett, J46 UNCLASSIFIED

UNCLASSIFIED As of 02 1800W Mar 10 Planning Considerations – Cont’d • Congressional guidance is vague and nebulous • Measures of performance and effectiveness require specific goals and objectives which define success • GAO and Congressional Research Service (CRS) note inconsistencies • Congressional concern with both macro issues and tactical results cannot be effectively addressed using the JOPP • Desire for execution-level detail of OCS requirements in COCOM level plans is unrealistic • Planning cannot account for the time-space continuum LCDR Tim Pickett, J46 UNCLASSIFIED

UNCLASSIFIED As of 02 1800W Mar 10 Planning Considerations – The Takeaways • Have we properly framed the issues or are we conflating observations and opinions with problems? • Is the problem properly defined? • Have we asked the proper questions and obtained meaningful and useful commander’s intent? • Has a criterion for success been provided? • Lack of a valid criteria for success: • Leaves GAO unable to build a relevant audit criteria and continue in a “do loop” • Prevents JCASO from effectively providing management, oversight and useful reporting to DOD for Congress • Impedes the proper formation of policies, procedures and guidance • OCS planning must be a J5 led/J3 influenced process LCDR Tim Pickett, J46 UNCLASSIFIED
