Introduction to REMAS Sustainable development seems to be a very popular slogan used by politicians and regional managers but how to achieve it in practice it is usually question without easy answer. To achieve sustainable development in regional scale by permanent improvement of quality of environment, quality of life, pollution prevention and conservation of natural resourcesthe Regional Environmental Management System (REMAS) was developed and initiated in Silesia region.   14. REMAS procedures Environmental management procedure (PR1) takes advantages of CP (Waste Minimization Procedure) and satisfy basic ISO 14001/EMAS requirements. It is applied for preparation of environmental: policy, objectives and targets, environmental management programs and they implementation. All targets are defined and implemented according specific scheme like EU Project Cycle Management scheme Environmental performance evaluation procedure (PR2) – apply ISO 14031 and ISO 14001 or EMAS requirements and a set of tools available for monitoring, collecting and assessing data, reviewing the organization impact on environment, selecting and calculating environmental performance indicators, identifying significant aspects and priorities and conducting environmental performance evaluation with comparison to planed quality of environment, IFAT 2010 – Decentralized Wastewater for SMEs, ACT CLEAN Transnational Industry Workshop, 16.09.2010, Munich, Germany

The procedure PR1 and PR2 has got unique structure, templates for reporting and the same text useful for any organization – only the name of organization, its logo and the name of a key personnel (director, president, mayor etc.) is updated. The data base and set of indicators are exchangeable - the same for communities, counties and the region, but for the enterprises are adopted taking into account size and character of the company (big, SMEs), their activity, impact on environment and legal obligations.   16. REMAS procedures Management of environmental information procedure (PR3) – is specific procedure only. It describes collecting and reviewing environmental data and information respectively between the management levels and between main actors of regional management system. This procedure supports monitoring and predicting pollutions (air, water, waste, noise etc), complying legal requirements by enterprises and other users of environment, collecting funds from fees being paid by pollutants and users of environment that are distributed then by Marshal of the voivodship on accounts of existing in Poland system of environment funds. This 3 procedures are supported by integrated software – REMAS - SOZAT. The set of initial sustainable indicators were developed for monitoring implementations of environmental management programs. This software is developed by medium company ATMOTERM S.A. from Opole with cooperation with RNT Ltd micro company from Cieszyn.   30. Conclusions • REMAS seems to be a very useful tool for integration activity of regional and local governments with activity of SMEs. The system was initiated in lot of communities and counties in a pilot Silesian Voivodship in Poland • REMAS tools - procedures and software are useful for any organization including SMEs. In Poland REMAS model was implemented in 3 big companies (mines) and then in medium company (taking into account the employment) i.e. funding organization - the Voivodship Fund For Environmental Protection and Water Management in Katowice. • The new edition of REMAS software is just now tested to motivate local and regional governments to organize this system and to involve SMEs to this process IFAT 2010 – Decentralized Wastewater for SMEs, ACT CLEAN Transnational Industry Workshop, 16.09.2010, Munich, Germany
