  1. Without climate policy-scenario of Finland

  2. Climate Strategy • National Climate Strategy in 2001 • general elections in 2003 • new government is updating Climate Strategy • new scenarios are under construction

  3. National energy projection • emissions in ”with measures”- scenario over Kyoto level, policy scenario under construction • economic growth up to 2010 about 3 % per annum • industry 2,5 • energy prices are expected to be stable, • source IEA

  4. National peculiarities • a new nuclear power unit in 2009/2010 (1000-1600 MW) • CO2-emissions grow up to 2009 • no incentive to invest to power production • increasing demand for electricity is satisfied with existing coal condensing power • growth of transport sector is expected to be moderate • high taxation of traffic fuels • high taxation of new cars

  5. Comparison of the PRIMES calculations with national projections • CO2 emissions • in the PRIMES calculations under the 1990 level, 51,4 Mt CO2 • in national calculations over the 1990 level, about 64 Mt CO2 • growth of energy intensive industry • in PRIMES calculations lower than in national calculations • use of black liquor, biomass and natural gas is higher in PRIMES scenario than in the national scenario

  6. Growth of energy intensive industry • pulp and paper • in PRIMES 0,4 % annually • in national calculations 1,5 % annually • iron and steel • in PRIMES 0,6 % annually • in national calculations 2,2 % annually • chemical industry • in PRIMES 1,7 % annually • in national calculations 1,8 % annually

  7. Use of biomass and natural gas • use of biomass (= wood ?) • technical reason to use peat • matter of technology • use of natural gas • natural gas network only in the southern part of Finland • all natural gas from one country

  8. So there should be discussion about … • the structure of economic growth • use of renewables and natural gas • We are also interested in • the description of pulp and paper industry in PRIMES • the descripton of CHP-production in PRIMES
