The African Context • Continent with fastest rate of urbanisation • AU commitment to promote sustainable cities and towns in Africa • Many countries in the process of introducing changes in local governance - decentralisation, local government reforms, sector reforms • Africa is lagging behind in achieving the Millennium Development Goals - UN Millennium Project report (2005)

  4. The Urban Governance Campaign • Initiated in 1999 along with the Secure Tenure Campaign • National Campaigns at different stages in eight African countries - Burkina Faso, Kenya, Madagascar, Morocco, Nigeria, Senegal, Tanzania, Uganda • National Campaigns assist in scaling up local and national innovations through advocacy, legislative reform, capacity-building • Ultimate goal is to reduce urban poverty through improved urban governance

The proposed EU/UN-HABITAT Project • Will assist countries in scaling up national innovations through advocacy and capacity-building of local governments and their associations • Will help selected cities to benchmark the quality of urban governance and develop “Change Plans” • Will equip local governments with Governance Tools to implement Change Plans • Will disseminate EU’s Sustainable Development Guidelines and help local authorities’ to access EU funds to implement Change Plans

Project Beneficiaries • Ultimate beneficiaries: Urban dwellers in Africa, particularly the urban poor, including those living in slums and informal settlements • Intermediate beneficiaries: Key local governance actors in selected African countries and cities, including sub-regional and national local government associations, training and capacity-building institutions

  7. Development Objective Improved quality of life for the urban poor through better urban governance

Immediate Objectives • Advocacy:To enhance awareness about the importance of good urban governance through the promotion of policy dialogue and information exchange • Capacity building: To enhance the capacity of urban governance actors to play a significant role in promoting sustainable urban development and urban poverty reduction

Expected Results 1.1 Local government established as partner to sub-regional cooperation frameworks 1.2 Urban governance indicatorsused as benchmarks to gauge quality of urban governance relationships and systems 1.3 Transferable good practices in local governance disseminated, including good practice in decentralization legislation

Expected Results …[2] 2.1 Strengthened capacity of national local government associations to support good governance objectives, to service their members and represent their interests. 2.2 Urban governance practice improved through the implementation of “Urban Governance Change Plans” in selected cities/countries, resulting in reduced corruption, increased municipal tax collection, more equitable access to basic services, etc. 2.3 EUsustainable urban development guidelines disseminated and utilised throughout the region, paving the way for investment in the urban sector based on principles of good urban governance

Partners • Global:UCLG, CLGF, EU • Regional:UCLG-Africa, AU, ECA • Sub-regional:Sub-regional local government associations where existing; UMP-SCP-TCBB sub-regional capacity building institutions; regional cooperation mechanisms as and when relevant: CEDEAO, UEMOA, CEMAC, CEEAC, COMESA, EAC, IOC, IGAD SADC • National:Local government associations, ministries of local government, civil society organisations, national training institutions, CSOs promoting good governance, professional associations, HPMs etc • Local:individual local governments, stakeholder forums

  12. Geographic Scope • The present proposal will have a strong sub-regional character and will focus on the four ACP sub-regions of West Africa, Central Africa, East Africa, and Southern Africa. • It is proposed to select two or three countries from each sub-region.

  13. Focus Countries • West Africa:Burkina Faso, Ghana, Senegal, Niger, Nigeria • Central Africa:Cameroon, Tchad • East Africa: Ethiopia, Madagascar, Rwanda • Southern Africa: Malawi, Mozambique, Zambia

Guidelines and Tools • EU Sustainable Urban Development Guidelines • Toolkits developed by the Global Campaign on Urban Governance • Training Manuals developed by the UN-HABITAT Training and Capacity-Building Branch • Tools developed by the UN-HABITAT Urban Environment Section • Guidelines on decentralisation developed by the Advisory Group of Experts on Decentralisation (AGRED) • Best Practices Programme: compendium of best practices on inclusive urban governance; enabling policies regarding decentralization legislation • Methods and tools promoted by other partners
