  2. Introduction • This presentation provides an overview of the most substantive changes to the BCGEU and the PEA collective agreements. Some minor changes, such as updating of names of organizations or legislation, are not included. • In this presentation, changes to Collective Agreement language are illustrated by ‘bolding’ for new languageand ‘strike through’ for deleted language. BCGEU Agreement TERM and Wage Increases TERM • April 1, 2012 to March 31, 2014 • Date of Ratification: November 7, 2012 WAGES • April 1, 2012, all rates of pay shall be increased by 1.0%; • August 15, 2012, all rates of pay shall be increased by 1.0%; • April 1, 2013, all rates of pay shall be increased by 1.0%; • December 1, 2013, all rates of pay shall be increased by 1.0%. MEMORANDUM OF UNDERSTANDING 22 Re: Temporary Market Adjustments Previous Temporary Market adjustments are renewed and, effective April 1, 2013, is applied to overtime.   5. BCGEU Agreement ALLOWANCES *Employees who submit receipts for fees paid before April 1, 2013 for calendar year 2013 memberships after the effective date (April 1, 2013) will receive reimbursement at the new rate. COURAGE CURIOSITY SERVICE ACCOUNTABILITY PASSION TEAMWORK

  7. BCGEU Agreement ALLOWANCES Article 31.7Health and Welfare • In lieu of health and welfare benefits, auxiliary employees shall receive compensation of: 64¢ per working hour, up to a maximum of $44.80 per biweekly pay period COURAGE CURIOSITY SERVICE ACCOUNTABILITY PASSION TEAMWORK

BCGEU Agreement LEAVES Article 17.1 Paid Holidays Family Day (new holiday) The second Monday of February is to be observed as “Family Day.” Amendments to Articles 18.2 and 18.6: First year employees will be treated like all other employees when it comes to vacation carry over. They will no longer have the ability to receive an automatic payout of unused vacation time in their second year of employment. First year employees, like all other employees, now have the ability to carry over up to 10 days of leave, up from 5 days. Amendments to Articles 20.1 and 20.2: Language change includes “stepsibling” and “stepchild.” COURAGE CURIOSITY SERVICE ACCOUNTABILITY PASSION TEAMWORK

  9. BCGEU Agreement BENEFITS NO CHANGES NEGOTIATED TO THE EXTENDED HEALTH CARE, DENTAL AND GROUP LIFE PLANS. Long Term Disability Plan 2.1 Eligibility Employees must submit their LTD Plan application within four weeks following the end of the STIIP period. BCGEU Agreement EMPLOYMENT SECURITY MOU#1 EMPLOYMENT SECURITY RENEWED During the term of this memorandum of understanding the Employer agrees not to exercise its right to cause a layoff which results in the cessation of employment for an employee in the Public Service Bargaining Unit who has regular status as of April 1, 20102012.   11. BCGEU Agreement DISMISSAL, SUSPENSION, DISCIPLINE AND GREIVANCE PROCESS Article 32.15 Misuse of Managerial/Supervisory Authority Amendments will remove one step from the process. Specifically, matters will no longer require a Deputy Minister’s review and report out prior to being moved to the Panel for consideration. MEMORANDUM OF UNDERSTANDING 13 Re: Bullying in the Workplace • The Parties reaffirmed that workplace bullying occurrences are serious issues. • Amendments focus on process and provide more rigorous timelines. BCGEU Agreement AUXILLARY AND PART-TIME 14.5 Stand-by Provisions Auxiliary and Part-time employees are now eligible for Article 14.5 Stand-by. 31.5 (K) Lay-off and Recall Notifications of employee recall changed from “Certified Mail” to “Registered Mail.” 31.9 (c) Medical, Dental and Group Life Insurance Auxiliary employees on lay-off who had qualified for benefits, can maintain coverage under such plans for a maximum period of threesix consecutive months immediately following the month in which the layoff occurs by paying the premium themselves. Note: All six months are at the employee’s expense. 32.9 Travel Advance Auxiliary and Part-time employees are now eligible for Travel Advances where necessary.   24. PEA Agreement ALLOWANCES 3.05 Membership in Professional and Allied Associations, Etc. (a) The Union agrees that it is the responsibility of the employee to obtain and The Employer confirmed that for the 2013 calendar year, fees that come due between January and April can be reimbursed at the 2011 rates that come into effect on April 1, 2013, provided that receipts are submitted after that date. First year employees, like all other employees, now have the ability to carry over up to 10 days of leave, up from 5 days. 24.08 General Leave Language introduced to bring PEA Bereavement leave into line with the BCGEU language on Bereavement.   28. PEA Agreement MISCELLANEOUS STAFFING 12.03 Appeal Procedure (NEW) (replaces existing 12.03) The new appeal procedure for job appointments to the PEA bargaining unit will be the same as the appeal procedure for the BCGEU bargaining unit.
