Overview Purpose of Enhanced Vapor Recovery (EVR) for Aboveground Storage Tanks (ASTs) • To seek additional emission reductions from gasoline marketing operations by increasing the stringency of standards and specifications • To improve the performance and reliability of vapor recovery equipment 5

  6. Overview In 2000, the Board approved EVR regulations for underground gasoline storage tanks (USTs). A new rulemaking is required to implement EVR for aboveground gasoline storage tanks (ASTs). 6

  7. Overview EVR for ASTs is necessary to: • Ensure maximum feasible emissions reductions are achieved • Improve quality, reliability and durability of AST vapor recovery systems • Provide consistency with the UST EVR program 7

  36. Emissions Inventory • AP-42 Data Collection • In August 2004, ARB installed monitoring equipment on 5 ASTs • Parameters measured include: • fuel surface temperature, • ullage pressure and temperature, • barometric pressure, and • ambient temperature. 36

Emissions Inventory • AST Monitoring status: • 5 ASTs monitored • 4 protected (500-8,000 gallon capacities, different manufacturers, different insulation characteristics) • 1 single-wall (250 gallon capacity, on stands, no vapor recovery, open vent) • Data collected from August through November 2004 • Preliminary data analyses in January 2005 37
