  3. Aim of the briefing • Set up the scene - NATO efforts in interoperability • Trigger the discussion on what can be done better • Provide thoughts on where NATO should focus more

BASICS - Interoperability • Critical Steps: • Definition of interoperability requirements • Identification of interoperability solutions • Implementation of identified solutions • Test and validation of fielded solutions Lack of interoperability reduces effectiveness and efficiency of operations, wastes resources, and can cost lives Definition: Interoperability is the ability to act together coherently, effectively and efficiently to achieve Allied tactical, operational and strategic objectives. 9/30/2014

Background • Interoperability is not a new topic at NATO – new operational challenges • Interoperability Initiative – Bucharest Summit 2008 • Identified Shortfalls: (responses to Questionnaire) • Ability to communicate • Ability to operate • Ability to support • Ability to train and exercise • Action Plan: • Tasking from Defence Ministers to EWG • Establishment of SWGI (Staff Working Group on Interoperability)

Status of the Interoperability Initiative – Action Plan deliverables • Quick wins include: • Application of NATO agreed doctrine and procedures • Joint and multinational training • ISAF Pre-Deployment Training Programme • Improved language training and use of NATO terminology • FAC Interoperability • Near-term (2 yrs.) concrete solutionsthrough the Committee structure • Long-term(integration of Interoperability in NATO defence and operations planning processes) • Policy ; Strategy ; Implementation of Policy & Strategy • Integration in NDPP and OPP • NDPP Capability Survey (145 STANAGs) • Continuous review of STANAG implementation

Conclusions • Need for bilateral/multilateral language training initiatives • Need to establish closer linkage between National operational certification of forces prior to deployment and interoperability testing • Possible better use of NATO common funds (eg. Afghan Mission Network), multinational and civil-military approaches to enhance interoperability • Need for strengthening national commitment to information sharing (particularly on deployed operations) and lessons learned process • Need for National commitments for time and resources to improve interoperability, most importantly implementation of agreed STANAGs • Use all the possible formats and opportunities to advocate interoperability
