  5. State wide consultations • Consultations undertaken with nine regions • Four metropolitan regions • Five regional/rural regions • Incorporating MCH nurses, team leaders, coordinators and other workers from the local authority related to Maternal and Child Health.

  7. Objective of the Program Standards • Provides an evidence based framework for the consistent, safe and quality delivery of the Maternal and Child Health Service

Purpose and use of Program Standards • Guide and support delivery of the Maternal and Child Health Service • Universal Maternal and Child Health Service • Enhanced Maternal and Child Health Service • Maternal and Child Health Line • Applicable to the Maternal and Child Health workforce and support structures for service provision, including the governing authority • Feeds into existing structures and quality processes in place

Structure of the Program Standards • Statement of rationale– outlines why the standard has been included • Criteria– each criterion contains a number of elements outlining how the Service demonstrates compliance with, and performance relevant to the standard • Performance criteria – strategies, procedures and processes that need to be in place to meet the criteria; and • Examples of evidence– examples of how the criteria may be met.

Maternal and Child Health ServiceProgram Standards • The Maternal and Child Health Service: • 1. provides universal access to its services for Victorian children from birth to school age, their mothers and families. • 2. promotes optimal health and development outcomes for children from birth to school age through a focus on the child, mother and family. • 3. builds partnerships with families and communities and collaborates and integrates with other services and organisations. • 4. is delivered by a competent and professional workforce. • 5. supported by local government or the governing authority, provides a responsive and accountable service for the child, mother and family through effective governance and management. • 6. delivers a quality and safe service.

Standard One: Universal access • The Maternal and Child Health Service provides universal access to its services for Victorian children from birth to school age, their mothers and families. • Criteria • Universal access and participation • Responsive service delivery • Culturally competent service delivery

Standard Two: Optimal health and development • The Maternal and Child Health Servicepromotes optimal health and development outcomes for children from birth to school age through a focus on the child, mother and family. • Criteria • Health and wellbeing of the child • Health and wellbeing of the mother • Role of the father • Role of the family • Service delivery based on evidence

Standard Three: Partnerships and collaboration • The Maternal and Child Health Service builds partnerships with families and communities and collaborates and integrates with other services and organisations. • Criteria • Working with the mother and family • Working with other organisations • Working with the community

  14. Standard Four: Competent and professional workforce • The Maternal and Child Health Service is delivered by a competent and professional workforce. • Criteria • Workforce • Human resource management and planning • Performance development and continuing education

Standard Five: Responsive and accountable service delivery • The Maternal and Child Health Service, supported by the local government or governing authority, provides a responsive and accountable service for the child, mother and family through effective governance and management. • Criteria • Leadership and direction • Accountability • Information systems

Standard Six: Quality and safety • The Maternal and Child Health Service delivers a quality and safe service. • Criteria • Improving performance • Safe and accessible environment for the child, mother and family • Safe practice and environment for the Maternal and Child Health Workforce • Provision of support for service delivery
