How it works • All disaster start and end at the local level • Each State has a response plan • The Governor of the State must request assistance from the Federal Government • President may declare the Disaster after reviewing the State’s Request. • At the Presidents direction FEMA responds to the State’s Requests

  2. Logistics Response • What support does the State require? • Equipment • Commodities • Ordering-Reporting • Temporary Housing • Reimbursement • Logistics doesn’t reimburse, but fully supports the reimbursement activities

  3. FEMA CAPABILITIES • Does FEMA have the needs on hand • In Stock – National Distribution Centers (DC’s) • Other Federal Agencies – (OFA’s) • US Corp of Engineers (USACE) • Defense Logistics Agency (DLA) • General Service Administration (GSA) • US Military Units • Non-Profit Partners (NGO’s) • Contacted Vendors (TP’s)

  4. What happens when FEMA arrives? • May have liaisons on site prior to Presidents Declaration. • Activities managed from Regional Response Coordination Center (RRCC) until the Joint Field Office is established (JFO) • Operations Section directs all request for Equipment and Supplies to Logistics.

  5. How Do You Prepare for POD? • Plan, Plan, and Plan • Evaluate locations – Modify as Necessary • Have backup locations – Something will go wrong. • Have Predetermined POD Teams • Have “Sister Agencies” – You will be a Survivor • Practice • Regional Integration Center Plans
