  7. Beef Export Verification (BEV) Program • Beef items, including offal and variety meats, must be derived from bovine animals verified to be 20 months of age or younger • Specified risk materials (SRMs) must be removed from animals of all ages • Label Requirements

  8. Four Primary OptionsQuality System Assessment (QSA) • Stand-alone producer • Group of producers • Subset of next segment in supply chain • Producer + Backgrounder • Backgrounder + Feedlot • Subset of Packer • All under the “umbrella” • Enrolled in a QSA or PVP

  9. Current AMS Program • Animals Enrolled in a Approved QSA or Process Verified Program which includes age verification may move through the system with out further verification activities provided they use Program Compliant Ear Tags.

  10. Current AMS Program • A Program compliant ear tag is a 1-time use, tamper-evident tag, which contains a non-repeatable, unique number. The tag is unique and specific to the Program. It may be an EID, RFID, or a visual tag. The company must provide evidence that the tag meets these requirements.

  13. Carcass A40 MGCB • 5.2.2Age Verification through Carcass Evaluation. Official USDA evaluation at the slaughter facility must be conducted as required by the submitted QSA program and meet each of the following criteria (5.2.2.1 and 5.2.2.2): • 5.2.2.1 Cattle must be determined to be A40 physiological maturity or younger by official USDA evaluation. Official USDA evaluation must determine carcasses to be A40 physiological maturity or younger using the U.S. Standards for Carcass Beef. http://www.ams.usda.gov/lsg/stand/standards/beef-car.pdf). • 5.2.2.2 USDA Evaluators must meet or exceed accreditation performance standards for determining physiological maturity through training and accreditation program in order to ensure the accuracy of the evaluation.

  35. Resumption of Beef Trade • October 23, 2004 – Joint Press Statement for Resumption of Trade • November 3, 2004 – AMS officials conducted a workshop to discuss the proposed EV Program for Japan • December 2004 – US and GOJ meet in Japan to discuss physiological maturity of beef carcasses

  36. Resumption of Beef Trade • January 19, 2005 – Final report on A40 given to GOJ that A40 would provide assurances beef would be from cattle 20 months of age or younger • February 2005 Japanese governmental panel accepted A40 as an indicator of cattle 20 months or younger

  37. Resumption of Beef Trade • May 2005 – Japan’s agriculture and health ministries asked the country’s Food Safety Commission to rule whether it is safe to import and consume U.S. beef. • May 2005 – Two GOJ teams of BSE experts conducted a review of the U.S. beef industry

  38. Resumption of Beef Trade • October 2005 the Japanese Food Safety Commission recommended that testing should only be for animals aged not older that 20 months • A public comment period was announced which will conclude November 29, 2005
