Strategic Plan CORE PRINCIPLES With integrity we will: Ensure respect for all individuals and communities by valuing others, treating them with dignity, and promoting ethical behavior in all activities. Provide a safe environment where participants pursue positive relationships and healthy activities. Challenge all students to attain personal academic excellence through participation, competition, and teamwork. Provide access to equitable, fair, and diverse activities.   9. Strategic Plan VISION STATEMENT By 2018 all member Districts/Schools of the WIAA will demonstrate ownership of the mission and core principles.

  10. Strategic Plan GOALS To increase awareness of the benefits developed through participation in educationally-based activities. Action Steps: Develop a multi-level communication plan that identifies target audiences for the mission, vision and core principles. • Define the benefits of involvement and participation in WIAA activities. • Develop plans to increase participation in middle schools. Create and implement a “WIAA 101” online workshop for (new) board members, superintendents, principals, AD’s and coaches. Create and implement a “Healthy Culture Challenge”. Develop an expectation for school boards to support the mission, vision and guiding principles annually – as part of WIAA membership.

  11. Strategic Plan To ensure a healthy culture that increases participation and involvement throughout the Washington Interscholastic Activities Association community. Action Steps: Create a task force to define healthy culture and establish processes for implementation. Research existing “healthy culture” schools and compile “best practices.” Develop an accountability system that addresses: All schools, students, coaches, fans, officials, District Directors Establish a baseline utilizing data to track participation and interest.

  12. 2013-14 Executive Board Goals Develop and implement the Association’s strategic plans and strategies and action steps. Increase participation numbers by 10% by the end of the 2013-14 school year. Study participation trends • By sport • By geographic area • By school size (classification) • By school grade(High school, Middle School, Junior High School) • By gender Study the impact of non-school programs on school programs. Study the impact of specialization.

  13. 2013-14 Executive Board Goals Increase middle school membership in the WIAA by 10% by the end of the 2013-14 school year. Reduce ejections (JPF) in all sports by 20% by the end of the 2013-14 school year. Continue to review and publish the number of ejections by sport, classification, and association/board. Continue to review the current boys soccer ejection/suspension policy. Successfully implement the new internal process for ejection.

  17. CLARIFYING TOPICS 2013 Fall Workshop

  18. Soccer The FIFA “Laws of the Game” and WIAA modifications can be found on the WIAA soccer website. The WIAA is the sole and exclusive source of rule interpretations for contests involving its member schools.

  19. Eligibility Form 5 Are there any conditions of ineligibility that apply to this student? (e.g., athletic code violations, school suspensions, scholastic, etc.) Refer to WIAA 18.11.1. Yes, please submit a statement on your schools letterhead, signed and dated. Statements need to be submitted to the applicable Eligibility Chairperson. No, please sign and date.

  20. Academic Suspension Period – Rule 18.7.6 The end of the suspension period shall be from the end of the previous semester through the fourth Saturday in September (September 28, 2013) in the fall OR the first five (5) weeks of the succeeding semester/trimester.

  21. Allocations and Draws Rather than wait for the three week window, the 2014-15 and 2015-16 allocations in the 2A, 3A and 4A sports will be based upon the data from this classification/allocation cycle. After the classifications are finalized in January, staff will calculate the allocations and conduct the draws for review by the district directors during their June 2014 meeting. 1B, 2B and 1A schools will continue to provide data to their respective District Director during the first three weeks of each of the 2014-15 sports seasons. A WIAA Executive Board Subcommittee will review and prioritize the steps in the current draw criteria prior to draws being conducted for the next cycle.

  22. Online Rules Clinics High School head coaches are required to complete the online rules clinic in their sport by the end of the first three weeks of the season. All other coaches are encouraged to complete the online rules clinic. Coaches receive two coaches’ education hours for completing each online rules clinic.   23. Spring State Tournament Reminder The spring tournaments in 2014 and 2015 will be held the weekend AFTER Memorial Day. Season beginning and ending dates through the 2019-20 school year are in Appendix 8-2 in the WIAA Handbook and also posted under “Tournaments” on the WIAA Website.

  24. Practice Requirements - Medical Clearance 17.12.2 For the purpose of meeting the pre-contest practice requirements, an athlete must be medically cleared to fully participate in practice. The intensity and duration of each athlete’s participation in practice will be determined by the coach of that team.

  25. Jamborees JAMBOREES COUNT AS A PRACTICE IN FOOTBALL OR WRESTLING ONLY In all sports programs, each participant must complete ten practices before competing in a jamboree. In football and wrestling, a jamboree may count as the 11th or 12th required practice. No student may participate in an jamboree unless all eligibility rules have been met.

Interstate and International Sanction Procedures 17.25.4 Request for sanction of interstate competition must be completed by the host school online through the NFHS Website at nfhs.org. 17.25.5 Interstate competition occurs when either teams or individuals who represent their schools travel across state lines to participate in competitive sports events, including but not limited to such events as “shoot-outs,” “showcases,” “round-robin tournaments,” etc.

Interstate and International Sanction Procedures 17.26.0International competition must be approved by the Washington State Coaches Association, the WIAA, and the NFHS. 17.26.1Request for sanction of international competition must be processed through the Washington State Coaches Association. 17.26.2An additional contest against an international touring team is allowed once during any three (3) year period. Contests against schools from Canada and Mexico must be within the allowable contest number, since schools from Canada and Mexico are considered to be from bordering states.

Athletic Hot Topics 2013-14 Insurance: “If at any time your health insurance is discontinued, you must notify school district personnel.” Health insurance is not a WIAA or State mandate; this is a school district mandate if your district has an adopted policy. School Accident Insurance is not insurance provided by the school district but is a separate policy parents need to purchase for their student(s).

  30. Athletic Hot Topics 2013-14 Helmet Warnings: Signed statement regarding: Duty to warn: Football helmets will not all prevent head injuries. Warning information listed on the inside and outside of helmets.

Athletic Hot Topics 2013-14 Helmet and other Safety Equipment Fitting: Standard of care towards helmet and safety equipment fitting is a concern. “Have our coaches received the proper training in how to fit safety equipment and is there a plan on monitoring equipment to meet this standard of care?” The WIAA website will have an instructional video covering the fitting of both helmets and shoulder pads.

  32. Athletic Hot Topics 2013-14 Unauthorized Activities: Monitoring “special activities” can be very difficult. Check with your liability insurance carrier to get some thoughts on how to provide the activity in a safe and protective manner. “Don’t Lone Ranger it.”

Athletic Hot Topics 2013-14 • RTP Protocol and Concussion Management Team: • Return to play procedures • Return to play team: • School Counselor – to assist with academic needs • School Nurse – to assist with confidentiality issues between students, parents and staff. • Teacher– gain information about the effects of concussions and recovery. • Building Administration – Communication • Coaches– better awareness of “what is normal” “what is not normal.” • Parent – the more information gathered the better for the student. • Others– other students, specialist, other staff who might serve the student.

  34. Athletic Hot Topics 2013-14 Bullying Behaviors by Coaches: “Can you talk to coaches about treating all players with dignity and respect?” Coaches need to be aware of bullying type behaviors and how actions are perception based.

  35. Athletic Hot Topics 2013-14 Accident Reports: Encourage all coaches to complete and return student accident report forms. Heat Exhaustion: Heat stroke and heat exhaustion; coaches need to use common sense.

  38. APPEAL PROCESS FOR EJECTION FROM CONTEST 2013 Fall Workshop

  39. 19.13.0 Appeal Process for Ejection from Contest Ejections resulting from a judgment call by a contest official may NOT be appealed. Ejections resulting from a misinterpretation or misapplication on the part of the ejecting contest official(s) may be appealed. Pictures, video and/or replay recording devices may not be used to determine whether an ejection was due to judgment, misinterpretation or misapplication on the part of the ejecting contest official(s).

  40. 19.13.0 Appeal Process for Ejection from Contest Verbal notification of the intent to appeal shall be given to the contest official by the coach of the ejected person prior to the "next live ball” or resumption of play. The verbal notification shall be based on an identified misapplication or misinterpretation of a specific rule.

  41. 19.13.0 Appeal Process for Ejection from Contest The principal/designee of the ejected person must contact Brian Smith within one (1) school business day after the conclusion of the contest in which the ejection occurred to verify a misapplication or misinterpretation of the rule. If the WIAA administration finds a misapplication or misinterpretation of the rule, the principal/designee may appeal the suspension to the school’s league. Please do not contact the WOA or the assignor prior to the WIAA office.

  42. 19.13.0 Appeal Process for Ejection from Contest If the school is not a member of a league, the appeal will be filed directly with the District Board. The principal or designee may stay the suspension, but may not vacate the ejection, and will report his/her decision and rationale to the school's league.

  43. 19.13.0 Appeal Process for Ejection from Contest The hearing procedures, as outlined in 28.0.0, shall be followed. The league shall review and either affirm the decision of the principal/designee with the understanding that the one (1) contest suspension shall not be assessed or overrule the decision of the principal/designee, whereby the ejected person shall be required to serve the one (1) contest suspension. Any league action shall be in writing and specify the reasons for the league decision. Failure of a school for any reason to enforce the regulation and/or decision of the league will be considered a school violation.

  44. 19.13.0 Appeal Process for Ejection from Contest For tournaments, qualifying and/or state events any appeal will be heard by the games committee, providing the appeal was approved by the school principal/designee. A decision will be given no later than two (2) hours before the next event in which the ejected person might participate. Providing the games committee finds misapplication or misinterpretation of a rule, the penalty may be vacated.

  45. 19.13.0 Appeal Process for Ejection from Contest Failure of the school to enforce the regulation or decision will result in the disqualification from and forfeiture of all remaining contests of that event. Due process procedures of the WIAA Handbook and Rule Violations and Penalties will apply to any further action.

  46. BOYS SOCCER EJECTION POLICY 2013 Fall Workshop

Boys Soccer Ejection Policy RATIONALE:The change in penalty for ejections involving violent conduct and abusive language is to deter behavior being exhibited during boys’ soccer matches.  This change is meant to deal with the actions of the players. It was not intended to put a spotlight on the officials or the rules of the game.  In order to effectively implement the new policy, we are asking that officials continue to call the game in the manner they have been. 

  48. Boys Soccer Ejection Policy Violent Conduct: "The commission of a violent act against an opponent, an official, a spectator, teammate or other individuals when the ball is in or out of play." A player is guilty of violent conduct if he/she uses excessive force or brutality against an opponent when not challenging for the ball. He/she is also guilty of violent conduct if he/she uses excessive force or brutality against a team-mate, spectator, match official or any other person. Violent conduct may occur either on the field of play or outside its boundaries, whether the ball is in play or not.

  49. Boys Soccer Ejection Policy Abusive Language: Abusive language or profanity directed towards another individual (opponent, referee, spectator or teammate).Note: Incidental use of vulgar or profane language should result in a caution (yellow card) as per NFHS rule 12-8-1d. The determination as to whether or not foul language is an ejection, or incidental resulting in a caution is left to the judgment of the official.

  50. Boys Soccer Ejection Policy An athlete or coach who receives a red card for Violent Conduct or Abusive Language receives a three game suspension.
