8. 495 Express Lanes Project

9. What Are 495 Express Lanes? • Two new lanes in each direction on the Virginia side of the Capital Beltway – from the Springfield Interchange to just north of the Dulles Toll Road • High Occupancy Toll (HOT) lanes that will provide faster, more direct options for high-occupancy vehicles and toll-paying customers • More reliable trip for all users through dynamic pricing to ensure the lanes maintain highway speeds at all times of day – even during rush hour Express Lanes allow you to take control of your valuable time.

10. 495 Express Lanes Improvements • The project is delivering the most significant improvements to the Capital Beltway in a generation: • Replacement of more than $260 million of aging infrastructure, including 58 bridges and overpasses • Expansion of region’s HOV service through new connections from I-495 to existing HOV lanes on I-95/395, I-66 and Dulles Toll Road • Upgrades to 12 key interchanges and new access points at Merrifield and Tysons Corner

11. 495 Express Lanes Benefits • Options: • 495 Express Lanes will provide drivers with an option to pay a toll for a faster, more predictable trip • Access: • The Express Lanes provide three new direct access points into Tysons Corner and Merrifield • Control: • Whether you travel by car, carpool or bus, the Express Lanes will give you the freedom to control how and when you get to your destination

Partnership Delivers Benefits • Public-Private Partnership: • 495 Express Lanes are the product of a public-private partnership between the Virginia Department of Transportation, the Virginia Department of Rail and Public Transportation, the Federal Highway Administration and Transurban-Fluor • The 495 Express Lanes are funded through a contribution from the Commonwealth, private equity, private activity bonds and a federal loan through the government’s TIFIA program

Using the Lanes • Dedicated Express Lanes entrances and exits ramps: Separate access ramps different from the regular Beltway entrances and exits • E-ZPass® Required: There are no toll booths on the Express Lanes to slow you down – electronic tolling equipment will charge your E-ZPass® account. You must have an E-ZPass to use the lanes • HOV-3+ Free: Cars with three passengers or more always ride free on the lanes and will need a new switchable E-ZPass® called an E-ZPass ® FlexSM (available summer 2012)

New Road, New Signs You’ll know it's a sign for the 495 Express Lanes when you see the white banner with the purple E-ZPass® logo and "EXPRESS" All Users Toll-paying, carpoolers and buses need an E-ZPass® or E-ZPass® FlexSM Carpoolers Carpoolers with an E-ZPass® FlexSM do not pay a toll New signage will guide you to the lanes, explain the rules of the road and display current pricing.

Providing a Predictable Trip The first two exits and prices will show the cost to travel to two popular destinations from your entry point The final exit and price you see will show the cost to travel to the furthest point you can go in the Express Lanes from that entry point Toll rates adjust based on levels of traffic – keeping the lanes free flowing and getting you to your destination on time

Express Lanes Safety Features Roadway maintenance 24-hour safety monitoring Real-time traffic information Video-based automatic incident detection Rapid incident response by dedicated, private crews working seamlessly with law enforcement, VDOT and emergency services Enhanced evacuation routes Use of channelizing posts for lane separation

How the Technology Works Operations Center Traffic sensors located approximately every 1/3 mile alongside the roadway monitor traffic 24/7 Sensors will send traffic data to the systems at the Express Operations Center From this data, the Express Operations Center systems will have the ability to adjust toll prices as often as every five minutes based on real-time traffic volumes Adjusting the toll prices based on traffic volumes will manage drivers’ desire to enter the Express Lanes and help keep them free- flowing

I-95 Express Lanes – commercial close summer 2012 US 460 Corridor Improvements – competitive negotiations underway; contract late 2012 Traffic Operations Centers – RFP issued July 2012 Virginia Port Authority - unsolicited proposal; current solicitation for competitive proposals extended to August 2012
