Feedback on CM Coordination meeting (7 Division & Theater command) Military Feedback/Response; • The military do not have the authority and mandate to allocate land for shelter construction to either IDPs or humanitarian agencies. • However, whenever there is the need to expand existing facilities (Trench) to accommodate more shelters for the affected population, they will be glad to assist in the realization. • Issues regarding land request should be coordinated with government authorities especially SEMA. • All that is required from the Military is a formal letter from SEMA stating were support of trench extension is needed with regards to land. • Further communications would be made to the Commanding officer on ground in respective geographical area for advice in rendering necessary support to the Sector. ACTION POINT: - Update Sector partners on progress - Discuss with SEMA/NEMA on the need to make official request on a case load (Pilot-Priority location requiring trench extension)

Visit date: 10.07.2018Participating Agencies: SI, NRC, DRC, IOM & ACTED Observations: • Protruding nails on rafter trusses which could in the long run lead to injuries • Inconsistent window heights; low windows which disallow household privacy and played with by kids thereby weakening supporting members. • Tie wire bracing used for Dikwa type shelter is not suitable for that size of structure as the tie wires cannot resist resultant force from a sway without stretching. • Shelter over-hangs too short and allows for direct sunlight thereby not providing enough shading. • Blockage of vent space with tarpaulin and absence of mosquito nets on vent space. • Poor practices in roof construction; lapping of TRUSSES on roof tie beams supported on vertical posts not stable hence susceptible to uplift due to little wind effect and could course serious harm when there is damage on shelter. • Amount of nails used in coupling members not sufficient to ensure structural stability

TWG Recommendations • The need to establish a shelter maintenance team/committee onsite amongst the affected population with a clearly defined TOR to serve as vanguards in the maintenance of shelters. The establishment of the committee to be complemented with capacity building and support with tool kit to enable onsite repair and ownership. • Paramount importance to ensure close contractor monitoring during shelter construction to ensure compliance to technical details and specifications. To initiate and ensure shelter quality check afterwards construction by contractor before proper hand over or receipt. • The need to ensure best practices in introducing locally available timbers as vertical posts which are termite repellent; TWG to conduct market assessment on its availability and price. • As the site is ill shaded and return of the camp population is uncertain, it is recommended to adopt tree planting initiative onsite. Important to discuss with land owner for consent before initiation (HLP SWG). • Discuss with HLP sub-working group to facilitate access to land to accommodate more shelters thereby targeting new arrivals with a dignified shelter response. • Camp fire mitigation strategy to be effective; fire committee established and stations to be cited at strategic camp locations. • Implementing partners to improve access to all (children, elderly, pregnant, etc.) by provide small bridges after drainage (tranches) activities • Need to consider the use of fire proof materials on one side of the shelter designed to be used as kitchen to prevent fire.
