MISSION • USNS MERCY will deploy to South Asia in general support of US Pacific Command (USPACOM) and in direct support of Coalition Support Force (CSF) 536 to conduct Humanitarian Assistance/Disaster Relief (HA/DR) operations. Provide a Sea-base of support to enable other US Government, US Services, Coalition Forces, Host Nation (HN), other government agencies and authorized Non-Governmental Organizations (NGO) to reduce the loss of life, human suffering, and improve public health in designated affected areas.

  4. CONCEPT OF EMPLOYMENT USNS Mercy will be utilized as a Sea-base off the coast of the disaster site. NGO personnel, equipment, and supply will “ebb and flow” from the Sea-base to designated locations for predetermined periods of time. Personnel will return to USNS Mercy upon completing their temporary shore mission to reconstitute on the Sea-base and redeploy ashore to provide humanitarian support. Coalition Support Force will control and provide surface and air ship-to-shore logistics distribution and personnel movement support. Deployment will be 120 days (30 days transit in/out AOR, 45 days on-station). Hospitalization afloat will be provided to Coalition Force ill or injured personnel and limited to pre-screened, Host Nation approved disaster victims who require diagnostics and/or care not otherwise available ashore.

  5. SEA-BASE SUPPORT OF SHORE OPERATIONS Primary mission: Project support ashore. Project Primary Care medical capability ashore: Primary Medical Care - Internal Medicine, Infectious Disease, OB/GYN, Pediatrics, Optometry, Dental, and Mental Health. Project other support functions ashore: Disease Surveillance, Field Testing, Laboratory Services, Immunizations, Insect Control, Preventive Medicine, Veterinary Assistance, Engineer, Supply Distribution and field-based services determined by HN and NGO partners.

  6. SEA-BASE SUPPORT OF AFLOAT OPERATIONS Secondary mission: Shipboard Health Services Surgical/Tertiary Care Services: General Surgery, Orthopedics, Plastic & Reconstructive Surgery, Ear, Nose, & Throat, Oral Maxillo-Facial, Ophthalmology, and Neurosurgery. Ancillary Health Care Services Radiology, Bio-medical Equipment Repair, Laboratory, Pharmaceutical, Optical Fabrication, Blood storage, processing, and distribution. In-Patient care, aboard ship, for relief workers and select HN cases only.
