House Bill 859 • Permits private schools with at least one enrolled Florida Tax Credit (FTC) Scholarship student to apply (by March 1, 2013) to participate in Florida’s statewide assessments the following year (2013-14). • Selected private schools can administer Florida’s statewide assessments to all students in the school.

  3. Private Schools Must Follow Test Security and Administration Requirements S. 1002.395(9)(p) A private school that chooses to administer statewide assessments under s. 1008.22 shall follow the requirements set forth in ss. 1008.22 and 1008.24, rules adopted by the State Board of Education to implement those sections, and district-level testing policies established by the district school board.

  4. Other Requirements for Participating Private Schools • Must adhere to all test security policies and procedures, including the use of certified educators. They must also agree to comply with any investigations, including investigations by the district. • Must certify that they have access to sufficient resources to test all students, including resources needed for computer-based testing (e.g., computers, sufficient bandwidth, technical support). • Private schools will be held to the same expectations as other participating public schools.

  5. Information for School Districts S. 1002.395(10)(b) Upon the request of the Department of Education, a school district shall coordinate with the department to provide to a participating private school the statewide assessments administered under s. 1008.22 and any related materials for administering the assessments. A school district is responsible for implementing test administrations at a participating private school, including the: 1. Provision of training for private school staff on test security and assessment administration procedures; 2. Distribution of testing materials to a private school; 3. Retrieval of testing materials from a private school; 4. Provision of the required format for a private school to submit information to the district for test administration and enrollment purposes; and 5. Provision of any required assistance, monitoring, or investigation at a private school.

  6. Requirements for the State • S. 1002.395(9)(p) Students at a private school may be assessed using the statewide assessments if the addition of those students and the school does not cause the state to exceed its contractual caps for the number of students tested and the number of testing sites. The state shall provide the same materials and support to a private school that it provides to a public school. • The FDOE anticipates that the contractual cap for the number of schools will be reached before the number of students. The total number of schools that can be accepted to the program will not be known until May/June of 2013.

  7. Basic Timeline • December 2012: Distribute application packet and FAQs • January 2–March 1, 2013: Application Window • By July 2013: Preliminary acceptance to the program (pending final confirmation of eligibility in August) provided to selected schools • December 2013: Winter EOC – first administration open to students/schools in this program

  8. District Assessment Coordinators: What You Need to Know Right Now! • This implementation is still in the planning phases. We have several questions under legal review. At this time, please send any questions to tara.gardner@fldoe.org. • You are not responsible for contacting these schools to make them aware of this program. • Some schools may contact you to ask about district testing policies. They will be provided a test administration manual and copies of test security rules and statutes as part of the application. • Once a school is accepted, that school is responsible for contacting you to initiate communication about testing.

  9. Differentiated Accountability Staff PearsonAccess Accounts • DA regional teams requested access to school and student level data for all districts with DA targeted schools, including Prevent/C, Focus/D, and Priority/F schools • This data is limited to the following staff: • Regional Executive Director • Data/RTI/MTSS Specialist • Reading, Math, and Science Specialists • The staff requested access to ensure that they can work with schools and teachers as it relates to tested areas and intervention support.

District-Level Certification for Non-Certified School Personnel • For instances when non-certified personnel need to handle secure materials, we are providing a District-Level Certification process. • The form must be completed and submitted for approval to the Bureau of K-12 Assessment at least two weeks prior to a test administration. • District-level certification is valid for the entire school year and applies to all administrations within that timeframe.

  12. District-Level Certification for Non-Certified School Personnel • The Certification Form requires the District Assessment Coordinator and the School District Superintendent to certify that the individuals listed on the form have received the proper training and a test administration manual, and have been informed of all security policies and procedures. • Copies of signed security agreements for the individuals seeking certification must accompany the certification form. • The certification does not apply to Test Administrators, who must always be certified educators.

  13. District-Level Certification for Non-Certified School Personnel • If improprieties are found or a situation arises that requires an investigation, the district must have measures in place for disciplinary actions, up to and including termination of employment. • The FDOE must be immediately notified of all investigations and improprieties.

  14. District-Level Certification for Non-Certified School Personnel • A draft copy of the certification form is included in your packet. • A final version of the form will be emailed to District Assessment Coordinators in the next couple of weeks. • District-level certification will be available beginning with the Fall Retake Administration.
