The Italian context for forestry issues • Member State ITALY = 21 Regions = 21 RDProgrammes • High Ecological, socio-economic and procedural diversities among Regions (ART. 117 COST) • Scarce success of RDP Forestry measures in 2000-2006 and 2007-2013 period • Position Paper “ARES” UE for Italy: key role of RDP forestry measures • National Strategy: PQSF (2008) Missing economic, environmental and social potential of forestry

NEEDS • stakeholders & decision makers need to coordinate themselves to target the potential of RDP forestry measures, of the forestry sector and of the forest resource • What to do: better/more efficent/more effective use of RDP tools • Starting point: sharing a Framework document at national level

  4. RDP FORESTRY MEASURES: We can (and we have) to do more • An «enlarged» WG: WG forest of the NRN, Forest Observatory INEA, PQSF coordination group, some Regional officers • IDEA of a national Forestry FRAMEWORK as national guidance document for the activation of RDP 2014-2020 Forestry measures • AIMS: • Simplify negotiation procedures • Guarantee coherence of the measures among Regions • Enhance expenditure efficiency and the efficacy of forestry interventions for 2014-2020 period • Implement the PQSF national strategy • Make of RDP Forestry measures a tool to implement international commitments

THE PROPOSAL OF NATIONAL FORESTRY FRAMEWORK • It will work according with regional and national rules and laws • It won’t modify the forestry laws in force • It will identify for each MEASURE the interventions/actions potentially implementable at regional level according to pedoclimatic and socioeconomic conditions • The framework will not be «mandatory» for the Regions, additional Forestry Measures should be, if necessary, defined by the R and negotiated with the EC

  6. THE PROPOSAL OF NATIONAL FORESTRY FRAMEWORK OBJECTIVES: To propose a shared document to represent forestry issues as Member States avoiding differences among Regions during negotiations; Provide technical support for EAFRD programming activities in coordination with national, EU and international guidelines; Simplify State AID notification procedures of forestry measures; Improve monitoring actions Fully implement the national forestry policy as defined by the PQSF;
