    1. Good Morning. Welcome to the Pre-Solicitation Conference for the Live Training solicitation. My name I am the Procuring Contracting Officer (PCO) for this acquisition. Hopefully, everyone who was intending to come is already here. Everyone is required to complete the sign-in sheet at the door.If you havent signed in, please do so at the break. Im overwhelmed at industrys response to our draft RFP postings and appreciate your attendance at this group session. The rest rooms are Coffee will be available during the break. This mornings group session is expected to last approximately 1 1/2 to 2 hours. We will entertain written questions at the end of this group session. The first one-on-one session with offerors to discuss specific concerns and comments is scheduled for 1300 today. Tomorrow has also been set aside for one-on-one discussions. Individual sessions will last 2 hours. Each company requesting a one-on-one exchange has been assigned a two hour block of time to meet with the Government team. If you are not sure when your firm is to meet with the Government team, see me during the break. OVERVIEW We are here today to exchange information in order to promote a full understanding of the requirements and acquisition strategy, and to solicit your feedback on the final draft RFP which was posted to the WWW on 5 Feb 1999. If you see problems with what we have posted on 5 Feb 1999, please advise us at the end of this mornings session or during your afternoon session, assuming your firm has scheduled a one-on-one meeting with the Government. We are still in the pre-solicitation stage, so industry comments and concerns can still be addressed before the final RFP hits the street. We are actively seeking industry feedback to increase the chances of having a successful RFP for all concerned.     8. PROCUREMENT INTEGRITY RULES All information released by E-mail and during this conference is to be considered DRAFT and for information purposes only. Government Source Selection Plan and Proposal Evaluation Procedures will not be discussed. All evaluation criteria are in DRAFT RFP - Section M. Industry attendees shall not attempt to engage individual Government personnel in private discussions. Any questions or comments relative to this group presentation shall be submitted (via email) to the Procuring Contracting Officer (PCO) and Project Officer (PO) in writing.     9. PROPOSED ACQUISITION STRATEGY FASA (Federal Acquisition Streamlining Act) dictates the use of certain preferred contracting methods. We are attempting to maximize the use of these methods for the LT Program. Additionally, emphasis is being placed on tailoring DOD procurements to be more like those negotiated by private industry. New guidance has been issued on the use of performance based Statements of Work. We are attempting to comply with all these new regulations and still satisfy our customer needs. The proposed solicitation will be for an Indefinite Quantity Contract (IQC) with orders issued on a firm fixed price basis. An award fee may be paid in addition to FFP dollars. The amount of the award fee is determined by the Governments judgmental evaluation of the successful offerors performance in terms of criteria stated in the Award Fee Plan. The Government makes this determination unilaterally. There are also T & M and CPAF Clins in the Draft RFP. There is no CPAF Plan in the draft solicitation. RFP STRUCTURE When you reviewed Draft Section B on the WWW, you saw that there were Firm-Fixed Price line items, Fixed Price Award Fee items, T & M line items and Cost Plus Award Fee line items. The fill-in-the-blank items are Firm-Fixed Price line items which must be completely filled in by you when you submit your Price Proposals to the Government. Also, completely fill in the sheets for all T & M efforts. (T & M rates are to be completed under Section B.8 of the RFP). If you need additional sheets for your T & M rates, please include them. Further, the CLIN numbering structure in draft Section B is not necessarily sequential. For example, the numbering reads Item 1201, 1202, 1210, 1211. Any omissions are intentional. The numbering in the Award document will not be sequential either. There will be numerical gaps in Section B CLIN structure of the formal RFP. EVALUATION FACTORS Section M: Identifies all significant factors and any significant sub-factors that will be considered in awarding the contract and their relative importance Proposals will be assessed for how well the Offerors proposal meets the solicitations requirements and the risks associated with the Offerors approach. Determining how well the Offerors proposal meets the solicitation requirements will be accomplished in two steps: A determination will be made if the Offerors proposal meets the solicitation requirement The discriminators will be identified for the proposals reflecting the unique strengths, weaknesses, significant weaknesses, and deficiencies of each offer.     22. AWARD SCHEDULE Based on the evaluation of your comments, the LT team will review and tailor the solicitation, as deemed necessary. Considering our internal reviews and required approval authorities, etc., we are shooting to get the solicitation on the WWW on or about 10 Mar 1999. Given the issuance of the draft SOW and this pre-solicitation conference and one-on-one session, we are considering a RFP close date of 10 May 1999. We will work to schedule the Oral Presentations within two weeks following RFP close. This concludes this mornings group presentation.
