  4. 2013 Budget • Regular payments of $834,324 will begin this fiscal year • We are anticipating up to $165,000 to cover tower maintenance costs for SRC/PBS. 2. Grant Status • DHS grants. 3. System Updates/System Status

  5. 4. 10-33 (emergency) traffic, and interagency Talkgroups – Mechaley 5. Motorola proposal, equipment, timeline for installation. • Master site equipment—installed • Dispatch equipment (SRC, Watertown, Sioux Falls)--installed • Site & dispatch testing--completed • NICE recorder

System Updates Since August 2011, BIT/SRC Engineering • Major project has been the upgrade of the Master Site from Smartzone 4.1 to SmartX 7.9. • Added 1 channel at Madison, SD IR site for additional capacity. • New building and generator installation, and move at the Crandall, SD IR site. • Terry Peak move antennas for better coverage in snow groomer areas. Will need to supplement coverage in Spearfish by co-phasing antennas. • Programming and installation of many HP and GFP XTL2500 radios. • Updating Yankton county Fire EFJ, one code plug for the entire county. • Complete removal and reinstalls for Park Rangers. • 4. SCIP Update • 2011 SCIP implementation form has been completed and provided to DHS • 5. 700 MHz Status No updates at this time • 6. Narrowband Progress

  9. New Business • Council Purpose/ Orientation – Pierce a. Original group was formed in 2004 to draft system policies & develop a basic training program. This group consisted of around 40 members from agencies across the state working together to create a set of policies and procedures, as well as a taped video to be used for system orientation and use. b. Public Law 110-53, or the 9/11 Commission Act of 2007 contains the following requirements: b.1 – Each State of Territory is required to form a representative interoperability governance or State Interoperability Executive Committee (SIEC) to set policies and procedures for interoperable communications within their borders. b.2 -- The creation and maintenance of a Statewide Communications Interoperability Plan (SCIP). b.3 – The designation of a Statewide Interoperability Coordinator (SWIC) to coordinate interoperability within that state or territory. b.4 – The creation of a National Emergency Communications Plan (NECP) with benchmarks to gauge progress at the state, and local levels. c. March 14th 2007 and Executive Order was signed by Governor Rounds creating the South Dakota Public Safety Council, and the group has been meeting close to quarterly each year. d. As important as any federal legislation requiring us to have such a group, it is more important that those that manage the statewide communications system in South Dakota and those using it have a formal voice in the system administration and the development of policies and procedures that apply to users across the state.
