3. Criteria 1 Student should have an overall score of Early Advanced or Advanced on the CELDT; and not lower than Intermediate on individual skills such as Listening, Speaking, Reading and Writing.

11. Student Performance Level Report This is a Student Performance Level Report that would be given to a parent/guardian. The Student Performance Level Report indicates the student’s level of English language performance in each of the domains and the Overall performance level. It also includes a Comprehension score. 12. Students’ scores are classified into five levels of performance on the test: Beginning, Early Intermediate, Intermediate, Early Advanced, and Advanced. Separate scores are determined for the Listening, Speaking, Reading and Writing domains. 13. Criteria 2 Student should score 320 or higher in English Language Arts on the CST.

15. Criteria 3 Student should have a GPA of at least 2.0 in the core subject areas – English, Math, Science and Social Science.

16. If a student meets all the criteria… If the student meets the criteria, the teacher convenes a meeting with the parents/guardians and appropriate staff members who make the decision regarding reclassification at a collaborative meeting. The Reclassification Form is completed and signed by persons present. 

17. Exception Waiver (If a student does not meet all the criteria…) A Student Success Team (SST) Meeting is required for Reclassification to take place if the student meets the CELDT criteria but not either the 2nd or 3rd criteria.

SST If a student meets most criteria but not all, and the ELD or English teacher believe that the student’s English language skills are at a level needed for success, the teacher can convene a Student Success Team meeting to determine whether the student’s English is affecting achievement. If the Team determines that the student has the English language skills needed for success, and other factors are contributing to non-success, the student may be reclassified. The Team will determine interventions to help the student succeed. 

19. Reclassification Completed When the re-designation form is completed. Copies are sent to the parent, placed in the student’s cum folder, and sent to the Special Projects Office.     The Special Projects Office will change the student’s language fluency designation from EL (English Learner) to R-FEP (Reclassified Fluent) and this will show on PowerSchool. 

20. Reclassification Completed continued… English Learners will be monitored for two years following Reclassification to make sure that they are making progress. 

21. Follow-Up The English Language Learner’s teacher or other appointed staff member will review the student’s records for the two semesters or trimesters following reclassification. The teacher will complete the Reclassification Follow-up Form.   If the student is not performing on a level of an average English only student, the teacher will convene a Student Study Team to determine appropriate interventions and/or placements.    The Reclassification Follow-Up Form and the Student Study Team minutes are placed in the student’s cum folder.
