  2. OPA • Description of Function- The OPA was made to make sure oil vessels have plans to prevent oil spills and plans to clean up oil spills. It enhanced federal response capability, broadened enforcement authority, increased penalties, created research programs, increased liabilities, and significantly broadened financial responsibility requirements. • Environmental Issues Affected- Oil Spills in the Ocean.

  3. OPA • Groups Responsible for Enforcement and Regulation- The EPA has passed regulations for above ground storage facilities; The Coast Guard has passed regulations for oil tankers; It is enforced by the federal government
