Legislation • Act on Equality between Women and Men (609/1986) Section 4 Duty of authorities to promote gender equality (232/2005) • (1) In all their activities, authorities must promote equality between women and men purposefully and systematically, and must create and consolidate administrative and operating practices that ensure the advancement of equality between women and men in the preparatory work undertaken on different matters and in decision-making. • (2) In particular, circumstances which prevent the attainment of gender equality must be changed. • (3) In the availability and supply of services, the promotion of equality between women and men must be taken into account in the manner referred to in subsections 1 and 2. Legislation • Act on Equality between Women and Men (609/1986) Section 4a Composition of public administration bodies and bodies exercising public authority (232/2005) • (1) The proportion of both women and men in government committees, advisory boards and other corresponding bodies, and in municipal bodies and bodies established for the purpose of inter-municipal cooperation, but excluding municipal councils, must be at least 40 per cent, unless there are special reasons to the contrary. • (2) If a body, agency or institution exercising public authority, or a company in which the Government or a municipality is the majority shareholder has an administrative board, board of directors or some other executive or administrative body consisting of elected representatives, this must comprise an equitable proportion of both women and men, unless there are special reasons to the contrary. • (3) Authorities and all parties that are requested to nominate candidates for bodies referred to in this section must, wherever possible, propose both a woman and a man for every membership • According to the aforementioned section 4a the following Election Authorities have at least 40 % of their members female or male • 15 Constituency Committees (á 5 members => at least 2 men + 3 women OR 2 women + 3 men) • 342 Central election Committees of Municipalities (á 5 members) • 2400 Polling Station Committees (á 5 members) • 500 Mobile Committees (á 3 members) IDEA

Some general measures taken by EMB, which may have impact to promoting the equal participation of women and men • Measures stipulated in election act: • Personal Information card to every voter • Election dates, voting places, voting instructions • In finnish or in swedish according to the voters language registered in the Population Register • Arrives to every voter by post • Some other measures: • General Information in 15 languages on EMB’s web-site www.vaalit.fi • Includes information about voting rights and voting procedures etc. • Special information letter to first time voters • Some special projects in Finland concerning the raising the immigrants’ awarness of their political and other participation rights • Coordinated by Ministry of Internal Affairs • Includes Gender -aspect IDEA
