  2. Directorate for Implementing Programs for SME’s • The Directorate for Implementing Programs for SMEs (DIPIMM) works in the Ministry of Economy. Its principals are linked by developing the SMEs sector in Romania, as follow: • Ensuring a coherence of strategies developed at governmental level with and impact to SMEs sector; • Granting a financial support by state compatible with European Commission recommendations; • Measures of supporting SMEs should not distort the working of market mechanisms; • Ensuring the transparency of actions focused on developing SMEs sectors; • Middle term development strategy for SMEs will be regularly updated according to designed and implemented measures; • A special attention will be granted to the development of SMEs in  regions in which social and industrial infrastructure is weak, and unemployment rate high. The Directorate for Implementing Programsfor SMEs (DIPIMM) co-operates tightly with organizations having an impact on the development of the SMEs sector. • DIPIMM implements various programs for developing SMEs, as “Mihail Kogalniceanu program for small and medium enterprises”, the program for commerce, the program for handicrafts and program for young entrepreneurs which want to start a business, in partnership with banks, the program for supporting of business incubators. These programs are implemented through the Territorial Offices for Small, Medium Enterprises and Cooperations( TOSMEC ) witch are subordinated to the Ministry of Economy.

Directorate for Implementing Programs for SME’s There are eight major TOSMEC’s, divided for every county in Romania: TOSMEC Brasov: Brasov, Covasna , Sibiu TOSMEC Cluj- Napoca: Bihor, BistritaNasaud, Cluj, Maramures, Satu Mare, Salaj TOSMEC Constanta: Braila, Buzau, Constanta, Galati, Tulcea, Vrancea TOSMEC Craiova: Dolj, Gorj, Mehedinti, Olt, Valcea TOSMEC Iasi: Bacau, Botosani, Iasi, Neamt, Suceava, Vaslui TOSMEC Ploiesti: Arges, Calarasi, Dambovita, Giurgiu, Ilfov, Prahova, Teleorman TOSMEC TarguMures: Alba, Harghita, Mures TOSMEC Timisoara: Arad, Caras-Severin, Hunedoara, Timis

Directorate for Implementing Programs for SME’s The Program for trade and market services Budget for 2013 – 17 000 000 lei; Financing scheme: maximum80% for microenterprises - Grantmaximum 70% forsmallenterprises maximum 60% formediumenterprises, Of the eligible costs, but not more than80 000 lei (Grant) / SMEwith an age ofminim 1year and activityin commerceandmarket services; National Program for Handicrafts Budget for 2013 – 1 000 000 lei Program features:–organizing the National Fair for Handicrafts;

Directorate for Implementing Programs for SME’s Program to develop entrepreneurial skills among young people and facilitate their access to financing - START Budget for 2013– 20 000 000 lei; Financing schemewithbank loan: maximum 70% Grant minimum 30% loan (guaranteed 80% by FNGCIMM) Financing scheme without bank loan:maximum 70% Grant minimum 30% own contribution, Of the eligible costs, but not more than 100000 lei Grant/SME with an age of minimum 2 years of activity in production, services and trade; Program to encourage women in business Budget for 2013 – 500 000 lei; Financing scheme: Grant - maximum 90% of the eligibile costs, but no more than10 000 Euro / beneficiary with activity in products and services made by craftsmen and artisans, - minimum 10% own contribution

Directorate for Implementing Programs for SME’s The Program to encourage the establishment and development of micro enterprises by young entrepreneurs Budget for 2013 – 25 000 000 lei; Financing scheme with bank loan: maximum50% Grant minimum50% loan (guaranteed 80% by FNGCIMM) Financing scheme without bank loan: maximum50% Grant minimum 50% own contribution, Of the eligible costs, but no more than10 000 Euro Grant / SRL-Debutant establishedin accordance toGEO nr. 6/2011.

Directorate for Implementing Programs for SME’s Mihail Kogalniceanu program for small and medium enterprises Budget for 2013 – 16150 000 lei; • CREDIT FACILITIES: • Loan of400.000 lei with the following facilities: • partially subsidized interest -subsidy from the state budget by the Ministry of Economy, amounting to maximum 100% of accrued interest for loans in lei, but not more than 9% per annum of the outstanding amount of line used credit granted under this ordinance. • guarantees on behalf of State guaranteed by FNGCIMM as agent of the Ministry of Finance for loans eligible beneficiaries. The State guarantee may not exceed 80% but not more than 320,000 lei, the loan amount. Program for establishing and development of business incubators Budget for 2013 – 6 470 000 lei; Development of small and medium enterprises (SMEs) in Romania, through the establishment of new business incubators, as well as developing existing business incubators. Business incubators provide necessary financial and managerial support incubated companies to create new jobs, attract investment to the area and improve local economic situation.
