Historic buildings • are the trademark of numerous European cities • are a living symbol of Europe’s rich cultural heritage & diversity • reflect the society's identity and need to be protected • show a high level of energy inefficiency • contribute with considerable CO2 emissions to climate change • do not always offer “comfort” – to people as well as to artworks • considerable related heating costs may lead to fuel poverty • not well maintained areas might lead to depopulation Factor 4 to 10 of reduction in energy demand is achievable, also in historic buildings, respecting their heritage value, if a multi-disciplinary approach guarantees the implementation of high quality interventions, specifically targeted and adapted to the specific case.   20. Involving local governments (LGs): Why? Historic building renovation: a strategic and practical step • Communities between past and future – valuable cultural heritage, city identity, tourism value: protecting building heritage goes hand-in-hand with sustainable energy approaches. • Climate change mitigation needed: Through strategic thinking, comprehensive programmes, action planning and implementation - reduce energy demand in buildings and switch to safe, secure renewable energy solutions. • Adaptation to climate change: Temperature increase, intensified rainfall - your buildings need protection against impacts, your costs for energy need to be reasonable (energy security). • Political commitment: Council has to take leadership – commit, regulate, monitor, protect. Involving LGs: What do we offer? • Addressing local governments: sharing information, offering guidance and interaction opportunities • Guidance – to help local decision-makers better understand better options, 4 different guidelines are under, addressing: • Technical solutions and innovation (“guidance for non-experts”). • Using case study experiences, recommend replication in other urban contexts (“what can you do as a minimum”) • Integration of historic buildings into urban / building / energy policy, planning and regulation. • Recommendations for generic replicable factors as municipal sustainability indicators (e.g. in Aalborg Commitments or Reference Framework for Sustainable Cities). Possible requirements for historic buildings • Not necessarily certain minimum energy requirements • The obligation to do inspections on certain aspects of the building • The obligation to make/display a certificate with an energy label • The obligation to consider the technical, environmental and economic feasibility of certain measures via e.g. an analysis • Combined with impact analysis on cultural heritage value? Judging the outcome • It’s not necessarily about reaching a certain ABSOLUTE minimum energy requirement (e.g. in MJ/m2 or CO2-emission/m2) • Should we judge/rate a historic building on an ABSOLUTE energy performance level? • Is it possible instead to focus on: what energy performance level do we reach given the possibilities? • So: • Not a focus on maximizing energy savings • But a focus on optimizing energy savings GovernEE final conference - Alexandra Troi EUSEW: Cultural Heritage and Energy Efficiency – 28 June 2013, Brussels, Belgium
