  1. General BackgroundStella, Missouri Application of Sustainability Criteria to the Village of Stella, MO for Regional Revitalization Boston, Massachusetts 0845 hrs – 16 November 2006

  2. EPA Mission “To protect the environment and human health. “ • Context • ‘To protect’ is a planning issue. • Must be done with lower budgets, fewer scientists, less time. 6

  3. ‘Sustainability’ – the concept • Premise: Without humanity all natural systems would evolve, but remain intact. • Theory: An environment with humanity will remain intact if the built environment retains the essential attributes of natural systems*. *Must address social and economic systems. • Essential Attributes = Planning Criteria 7

  4. Sustainability Performance Criteria Filters

  5. Sustainable development–the Goal How can development create “livable, inspiring, enduring, and equitable places…where the quality of life and the long-term quality of human existence will be enhanced rather than depleted?” (Timothy Beatley and Kristy Manning, The Ecology of Place (Washington, D.C.: Island Press, p. 2) 6

  23. What do citizens of Stella value? • What is livable? • What is inspiring? • What is enduring? • What is equitable? • What is quality of life? • What does the town do well for the 178 people who live here? • What are its small successes? • What makes it a good place to live? 16

  24. Our expectations - • Understand what is involved in sustaining the environment, society, and economy. • Determine a predictable way to ‘protect’ environment and human health • Save $ and time lost - if we don’t ‘protect’. • Define a strategy and tools to breathe new life into communities. • Learn how to scale-up sustainable planning for larger communities. 6

  25. Our Challenge • To identify appropriate spaces for development • To identify criteria of intact social, economic, and environmental systems and sustainable responses. • To integrate community Needs/Values with requirements of intact nat/soc/econ systems • To learn from successes and failures Today Tomorrow
