Reflexiones finales • Una gestión moderna implica fundamentalmente adoptar un enfoque estratégico que permita: • Construir una VISIÓN COMPARTIDA. • Acordar una agenda de PROYECTOS CLAVE. • La PARTICIPACIÓN DE LOS ACTORES. • IMPOSIBLE: • La visión del desarrollo es centralista. La Agenda es Nacional, no regional. • El Sector privado está debilitado, acorralado y excluido. • Los niveles de Gobierno están desarticulados. • NO HAY ENFOQUE ESTRATÉGICO DEL DESARROLLO. HAY UN PROYECTO POLITICO POR IMPLANTAR HOY
