A programme of the Information and Statistics Division of the Common Services Agency of NHSScotland Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  2. Project aims • Improving information to support: • Integrated individual-centred care • let care-provider speak unto care-provider… • Quality improvement and clinical governance • local initiatives as well as compliance with inspections • Strategic planning, public health and epidemiology • the services needed rather than incremental ad-hocism The right information… … in the right place …at the right time Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  3. Programme strands… • Improving knowledge sharing • Networking and workshops • National meeting on 2 October 2003 • Website and monthly newsletters • Making current data more helpful • Information clearing house • Facilitating research, audit and assessment • Influencing policy development • Developing the mental health information of the future Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  4. Developing for the future Information culture (workshops) Information sets (ICIC) Boxes, applications & wires (hilevspec) …requires concurrent progress in all three spheres Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  5. Service user perspectives (1) • Service users don’t want to retell their personal story. • Spending on info systems shouldn’t be at the expense of providing care staff. But enough should be spent to make them reliable • Systems should share information to support a patient-centred service rather than collect information for information’s sake. • Users and carers should be involved in early discussions about proposed shared care record systems. • Service users should always have the right to access their record ‘unless the doctor felt it would be particularly harmful’. • Any system should be as simple as possible, and secure. • Good information technology can aid good care delivery by enhancing decision making, but is no substitute for good carers. Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  6. Service user perspectives (2) • A shared care record should contain information about: • who is involved in providing care; • how to contact the client; • early warning signs of a crisis; • and current problems/diagnosis. • Systems should provide a link for social workers to health information and vice versa. • Nosiness and ‘fishing’ expeditions shouldn’t be allowed. • Systems should be designed for compatibility. • Not having an electronic shared care record would be worse. Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  7. Info core for integrated care • Encounter ID? • Care recipient details? • Care provider details? • Referred from? • Where seen? • When seen? Urgency? • Purpose of visit? • Active problems? • What happened? • What next? • Intended to be collected at each significant encounter • Subject of extensive consultation across Scotland • Mock-ups available at our web site • Currently running a retrieval pilot • Next step is to run a collection pilot • Must dovetail with other aspects of a mental health information system Improving Mental Health Information Programme: Annual Meeting 2 October 2003

  8. High level system spec • Single shared assessmentdocumenter • Electronic care plan creator and viewer • Shared care record (encounters and interventions) with care summary • Outcomes measure tool • Consent manager • Alerts system • Standardised referral/discharge/transfer generator • Mental Health Act/ Adults with Incapacity Act assessor • Staff directory (with contact details and lookup) • Care provider diary Improving Mental Health Information Programme: Annual Meeting 2 October 2003
